Yes—some XCOM 2 missions have turn limits for completing an objective or reaching extraction, and enemy loot can have its own timer. These tactical countdowns are separate from the time that passes on the Geoscape between missions. In War of the Chosen, a campaign-start option called Time Turner doubles mission timer length; it does not remove every timer.
What has a time limit in XCOM 2?
Some tactical missions impose a countdown on an objective or evacuation. The timer is measured in turns, so you need to complete the relevant objective or extract before it expires. The official XCOM 2 manual also notes that enemy loot can have its own turn timer: loot not collected before it expires may be lost, although remaining loot is recovered automatically when the mission ends.

Timers vary by mission and situation. The official sources do not establish that every mission uses the same limit, or that every timer can be disabled.
Is the Geoscape time limit the same thing?
No. Tactical countdowns apply during particular missions. On the Geoscape, time advances as you scan, move the Avenger, and respond to ADVENT activity. That strategic campaign pacing is separate from a mission’s turn counter.

Can you turn off mission timers or get more turns?
War of the Chosen adds advanced options when setting up a new campaign. Its official manual names Time Turner, which doubles the length of mission timers. 2K describes the expansion’s advanced campaign options as a way to fine-tune campaign length and difficulty. The documented effect is to double mission timers, not to eliminate all mission countdowns.
The documented Time Turner option is for War of the Chosen; the official sources do not identify an equivalent option in the base game.

What does “one turn left” on the evac timer mean?
2K’s XCOM 2 FAQ says the evac timer is inclusive: if it shows one turn remaining, the mission ends at the end of the turn you are currently taking. It does not mean you receive another full turn after that one. Account for this when choosing whether to take another action or call for extraction.
