To craft powered rails in Minecraft, use a crafting table: fill the left and right columns with six gold ingots, put a stick in the center square, and place redstone dust in the square below it. One craft makes six powered rails.

How to power powered rails
A powered rail needs redstone power to accelerate a moving minecart. Without power, it slows the cart and can bring it to a stop; the exact stopping distance depends on the cart and track conditions. The Minecraft Wiki describes the rail’s powered and unpowered behavior.

Redstone power can reach a rail through adjacent positions. The community Minecart tutorial describes power propagating through connected powered rails for up to nine blocks from a source, counting the directly powered rail. Because this is a detailed mechanic documented in an older tutorial, check it in your game version if you are planning a precise track layout.
How powered rails differ from other special rails
- Powered rails accelerate carts when powered and slow them when unpowered.
- Detector rails send a redstone signal when a minecart passes over them.
- Activator rails activate minecarts travelling over them.
