Can You Play Grand Theft Auto: Vice City on Sega Dreamcast?

A fan-made port brought Vice City to Dreamcast, with a beta reported in April 2025. Here’s how it was built, what the beta report established, and how the documented build-and-play route works.

Yes—but only through an unofficial fan-made port, not a commercial Dreamcast release. A beta was reported available on April 1, 2025. It builds on the team’s earlier Grand Theft Auto III Dreamcast work, and its announcement said development work remained on features, assets, and performance.

Is Vice City officially available on Sega Dreamcast?

No. Grand Theft Auto: Vice City did not receive a commercial Dreamcast release. The version discussed here is an unofficial fan project: modders adapted the game to run on Sega’s console. The April 2025 beta report describes a project milestone, not a Rockstar or Sega product launch. Time Extension reported the beta on April 2, 2025, and The Dreamcast Junkyard’s April 2025 interview provides the project and developer context.

What was available in the reported beta?

Time Extension reported on April 2, 2025, that a beta had been made available on April 1. Developer Falco Girgis described graphics options that included 2xFSAA and a 24-bit-per-pixel framebuffer. The announcement also said work remained on features, assets, and performance, so “beta” is important: those details do not establish a finished or performance-tested release.

The port followed the team’s earlier GTA III Dreamcast release by about four months. An early glimpse had appeared in February 2025, according to Time Extension. The team used reverse-engineered GTA code as a starting point; the re3/reVC repository describes the broader reverse-engineering project and its reliance on PC game assets.

How did the team adapt Vice City to Dreamcast?

Developer skmp told The Dreamcast Junkyard that Vice City shares RenderWare with GTA III and has a similar codebase. The team reused its RenderWare backend with fixes, much of its repackaging tooling, and changes developed for the earlier GTA III port. That reuse provided a foundation, but the games’ content still created a significant technical constraint.

Animation data was the main memory challenge

Skmp identified Vice City’s larger animation data as the central memory problem: it “barely fit” on the console. The team compressed animation representations using Hopf coordinates for rotations and delta encoding. It also separated animation players from animation sequences, allowing decompression logic and state to reside with the players. These are implementation details from the developer interview, not a published benchmark of the finished game. Read the interview with skmp.

For technical context, a related project’s credits document lists the Dreamcast’s main memory as 16 MB and describes dca3 as based on re3 and KallistiOS. That figure is from an undated, mutable project document, not a Vice City performance test. See the gamecube-reVC credits.

How do you build and play the Dreamcast port?

The documented route is to provide your own purchased original PC copy of Vice City and compile a game image, rather than obtain an unauthorized prebuilt game download. The Dreamcast Junkyard feature directs users to the project’s Miami folder and compilation instructions and describes creating a CDI image. It says the image can be used with a Dreamcast that reads burned discs, or loaded from an SD card when an optical drive emulator is installed. Follow the project’s own current instructions for the exact build process; the feature does not establish compatibility for every game edition or Dreamcast setup.

  1. Obtain the game assets legally. Use your own purchased original PC copy. The cited guide does not verify which current PC editions are compatible.
  2. Follow the project’s build instructions. The guide points to the project’s Miami folder and compilation instructions; use those instructions to build the image from your own game files.
  3. Choose a loading method. Use a Dreamcast able to read burned discs with the resulting CDI image, or use an SD-card setup with an installed optical drive emulator.

The re3/reVC repository supplies background on the reverse-engineering project and its PC-asset requirement, but it is not a definitive guide to the Dreamcast port’s present build steps.

Is the Dreamcast Vice City port finished, and what works today?

The latest dated milestone established in the cited accounts is the April 2025 beta. The announcement explicitly left features, assets, and performance work outstanding. A later April 2025 report described the game as fully playable, but that is a secondary account and does not establish the project’s status now. As of October 8, 2026, the available information here does not establish a newer build, a supported-hardware compatibility matrix, or independently measured performance. Check the project’s own latest release information before relying on the beta report as a guide to its current state.

No controlled performance comparison or frame-rate results are provided by these sources, so the graphics options cited in the beta announcement should not be read as proof of parity with the PC game or consistent performance across Dreamcast hardware.
