Not conclusively. An August 2023 report linked Modern Warfare III (MWIII) to Modern Warfare II (MWII) through PlayStation database packaging and beta-code identifiers, but that evidence does not prove MWIII was merely downloadable content or reveal the game’s original development plan. Activision presented MWIII as a release with its own campaign, multiplayer and Zombies, while also announcing substantial—but qualified—content carry-forward from MWII.
What did the PlayStation database report actually find?
In August 2023, Insider Gaming, reporting in collaboration with PlayStationSize, said its review of PlayStation database code showed MWIII content arriving through MWII add-ons, beta codes apparently sharing MWII’s concept ID, and a possible Call of Duty Hub menu containing MWII, MWIII and Warzone.

Those observations point to technical and packaging connections between the games. The report’s headline calls MWIII “essentially MW2 DLC,” and its body says content would come “via add-ons for MW2.” But the public report does not present enough independently inspectable code or development documentation to establish that MWIII was only DLC, or that this was the original internal plan. The word “confirms” in the headline is stronger than the evidence described.
How did Activision describe MWIII?
In its August 17, 2023 announcement, Activision presented MWIII as a release with a campaign, multiplayer and Modern Warfare Zombies. It said development was led by Sledgehammer Games in partnership with Infinity Ward, with Treyarch leading Zombies alongside Sledgehammer. That is the publisher’s official description of the release; it does not settle how the project began internally.

Insider Gaming also quoted an unnamed Activision spokesperson describing MWIII as a “premium release” and saying it would be priced at $70 USD. That was a statement reported in 2023, not confirmation of the game’s current price or availability.
What carried forward from MWII—and what did not?
Activision’s August 9, 2023 Carry Forward FAQ described which selected MWII and then-current Warzone content players could access in MWIII. It included weapons and cosmetic content, subject to conditions and exceptions:

- MWIII content would not carry back into MWII.
This policy demonstrates continuity in content between the games and helps explain why players might see MWIII as closely connected to MWII. It describes what content could transfer between releases—not whether MWIII was originally planned as an expansion.

The public evidence supports a careful conclusion: MWIII had reported technical and content links to MWII, alongside its own announced modes and a defined Carry Forward policy. It does not resolve the original internal project plan, so the claim that code “confirms” MWIII was essentially DLC should be treated as interpretation, not demonstrated fact.
