Put the 2/4 tile across the pink pair and purple block: 2 fills the pair’s left cell, and 4 goes in the purple block’s top-left cell. The purple three-cell equality region must therefore contain 4 in every cell.

How to use the hints and check the board
Pips uses dominoes placed across a board divided into colored regions. Every domino must be placed, and every region must meet its own rule. A tile may cross a region boundary, so checking only the half inside the region you are solving can lead to a dead end. Start with the smallest or most restrictive region, then carry each tile’s other value forward into the next region.
