The announcement assigns platforms and tiers title by title: a game appearing in this update does not mean it is included with every Game Pass subscription or playable on every device. For example, Beyond These Stars is listed for PC only, while Neon Abyss 2 is the only upcoming game in the table that includes Game Pass Premium among its listed tiers. Battlefield 6 is listed for Cloud, Xbox Series X|S, and PC, but not Handheld.
