The Entertainment Software Association (ESA) warned in April 2025 that the tariffs then being proposed could affect more than Nintendo’s Switch 2: consoles, VR headsets, smartphones and gaming PCs could all face exposure through hardware supply chains. The association argued that added costs might reach consumers and weigh on industry spending, but those were forecasts—not measured outcomes. The report does not establish the tariffs’ current status or their effect on prices today.
Why the warning went beyond the Switch 2
Nintendo’s delayed U.S. Switch 2 preorder announcement was the immediate news hook. The ESA’s concern, however, was broader: video games are played on many kinds of devices, and the products and components behind them move through international supply chains.

In an interview with IGN cited by Ars Technica’s April 4, 2025 report, ESA senior vice president Aubrey Quinn said, “There are so many devices we play video games on,” naming “other consoles… VR headsets, our smartphones, people who love PC games.” Quinn added, “This is company-agnostic, this is an entire industry.”
That argument also included U.S.-based companies. Quinn said American firms depend on products and inputs that cross U.S. borders, so the issue was not limited to foreign-owned manufacturers.

Which proposed tariff figures the report discussed
Ars Technica described the figures below as rates in the proposal being discussed when it published its report—not as final rates or as rates that apply today.

These figures describe the policy debate at the time of publication. They should not be used to infer current import charges, exemptions, retail prices or the tariff treatment of any particular device.
How tariffs could affect game hardware and players
The ESA’s case was that tariffs on imported hardware or inputs could increase costs for companies, with some of that increase potentially passed on to consumers. The association’s tariff issue page, as quoted by Ars Technica, said, “Video game consoles are sold under tight margins in order to reduce the barrier to entry for consumers.” Quinn said it was “hard to imagine a world where tariffs like these don’t impact pricing.”

Those statements describe a risk, not a confirmed price change. The report presents no market-wide measurement of tariff effects on console prices, PC gaming hardware, or consumer spending. The ESA also argued that if households had less money to spend, reduced demand could affect industry revenue and, in turn, employment and investment in research and development. Those were the association’s concerns, not outcomes established by the report.

Companies cannot necessarily avoid a new cost by moving production immediately. Quinn told IGN that “supply chains are complicated and, certainly, supply chains don’t change overnight,” adding that a response could not be a “quick turnaround” or “knee-jerk reaction.” Manufacturing locations, suppliers and component flows take time to adjust.
The report separately cited Circana analyst Mat Piscatella on game discs produced in Mexico. That example concerned a different proposed tariff and illustrates that physical game supply chains could also be affected; it was not the ESA’s central console example or the same tariff rate discussed above.

What the 2025 report does—and does not—establish
The ESA is an industry lobbying group representing game-industry interests in Washington. Its warnings explain why the trade-policy debate mattered to game companies, but its forecasts should be understood as an industry association’s position rather than independent economic findings.
Ars Technica also noted that the ESA and Consumer Technology Association had previously sought an exemption to China tariffs in 2020. That precedent does not demonstrate that an exemption applied to the 2025 proposal or that one exists now. The report is a dated account of a warning made on April 4, 2025; it does not establish today’s tariff rules, product exemptions or hardware prices.
What this means for a Switch 2 purchase
The Switch 2 was the immediate reason the issue drew attention, but the report offers no current price, availability update or evidence that buying the console would avoid or incur a particular tariff. Treat it as context about industry exposure—not as a current shopping forecast. Anyone making a purchase decision should check the retailer’s current price and availability rather than infer either from the 2025 proposal figures.
