The available official information does not establish that every offline game or local console feature requires accepting a newly displayed system software agreement.
Which agreement is the PS5 asking you to accept?
“PS5 EULA” can refer to different agreements, and the distinction matters. Sony’s U.S. legal index lists a PS5 System Software License Agreement and a separate PlayStation Software Application EULA for game software. Sony’s Terms of Service are another agreement, covering access to PlayStation Services.

Do you need to accept the Terms to play online or use PlayStation Services?
Yes, if the play or feature requires PlayStation Services. Sony’s U.S. Terms state: “Access to and use of PlayStation Services is expressly conditioned upon acceptance of this Agreement.” They also say that a person who does not agree cannot access or use those Services. This applies to Services, not automatically to every form of gameplay or every function of the console. Read Sony’s U.S. Terms of Service.

Can you play a game without accepting its EULA?
It depends on the title and the access it requires. Sony’s Quake II page says acceptance of that game’s EULA, the Terms of Service, and the Privacy Policy is required to play it. That is a documented example, not proof that every PS5 game uses the same terms or acceptance flow. If a game presents its own agreement, check the game’s listing or support information for that title’s requirements. Sony’s Quake II page.
Does declining an agreement block offline disc games?
The official material cited here does not answer that question universally. Sony says a console suspension prevents access to Sony Services, online-dependent games or modes, and PlayStation Store purchases; it also says disc games that run without connecting to Sony Services may remain playable. Because that statement concerns suspension, it should not be treated as a guarantee about what happens after declining a system software or game-license prompt. The result can depend on the agreement, game, and required online connection.

Does refusing a license void the PS5 warranty?
Sony’s U.S. warranty page says the hardware warranty may be voided if Sony reasonably believes the console was used in violation of the system software or game software EULA. That language concerns alleged use in violation of an agreement; it does not say that simply declining an agreement voids the warranty. See Sony’s U.S. warranty terms.
