Toxel evolves into Toxtricity at level 30. Its nature determines whether it becomes Amped Form or Low Key Form, so check Toxel’s nature before it evolves if you want a particular result. Both forms are Electric/Poison, but their listed secondary abilities and official personality and sound descriptions differ.
What level does Toxel evolve?
Toxel evolves when it reaches level 30. Check its nature first if you want to know which Toxtricity form you will get: Amped and Low Key forms are determined by the nature, not chosen in a menu.
Which nature gives Low Key or Amped Toxtricity?
Look up Toxel’s nature in its summary, then match it to the list below. These nature groupings and the level-30 evolution are documented by Pokémon Database.

Pokémon Database reports that using a Nature Mint does not change the nature category used to determine the form on evolution. A Mint should therefore not be treated as a way to switch Toxel’s eventual form.

How do Amped and Low Key Toxtricity differ?
The official Amped Form and Low Key Form pages for Pokémon Sword and Shield give both forms Electric/Poison typing and list Punk Rock as a shared ability. The secondary abilities listed on those pages differ:

Both official pages describe Punk Rock as boosting sound-based moves and reducing damage from sound-based moves to half. Plus is listed for Amped Form, while Minus is listed for Low Key Form.

Does one form have better battle stats?
The form descriptions and ability listings above do not establish a stat advantage for either form. The guitar-versus-bass theme and personality text are flavor, not evidence that one form performs better in battle. Choosing a competitive form requires considering the relevant stats, moves, abilities, and ruleset rather than inferring strength from its description.
