To evolve Sneasel into Weavile in Pokémon Sword or Pokémon Shield, have Sneasel hold a Razor Claw and make it gain a level at night. The evolution happens when both conditions are met.
Steps to evolve Sneasel

Give Sneasel a Razor Claw to hold. Open its held-item slot and select the Razor Claw; do not use the item on Sneasel.

At night in the game, have Sneasel gain a level. Once it levels up while holding the Razor Claw, it evolves into Weavile.
The Sword and Shield evolution descriptions specify no minimum level. The requirement is a level-up at night while Sneasel holds the Razor Claw. Bulbapedia’s Weavile entry and Serebii’s Razor Claw entry describe the condition; Serebii’s Sword/Shield Pokédex entry identifies Weavile as the result.

If Sneasel does not evolve

Check that Sneasel was holding the Razor Claw when it gained the level.

Check that the level-up happened at night in the game. If either condition was missing, meet both conditions on a later level-up.

Do not use the Legends: Arceus method
In Pokémon Sword and Pokémon Shield, the Razor Claw must be held during a nighttime level-up. This differs from Pokémon Legends: Arceus, where the cited evolution reference describes using the Razor Claw on Sneasel at night.
