Yes—Obsidian’s official roadmap lists “Changing appearance in world” as a feature in the live Anniversary Update. It does not specify which parts of the Envoy’s appearance can be changed, so it does not confirm that you can reopen the full character creator or edit every feature.
What you can change about the Envoy
The old claim that you cannot change the Envoy’s appearance after character creation is no longer accurate: the official Avowed roadmap lists in-world appearance changing as a live Anniversary Update feature. The roadmap does not describe how to access it or identify editable fields. It therefore does not establish whether you can alter the Envoy’s face, hair, skin, body, or Godlike features.
If you are looking for a specific option, check the current in-game menus for an appearance-change feature rather than assuming that every character-creator setting is available again.

How the older transmog instructions work
GamesRadar’s earlier guide describes selecting armor or clothing in the Inventory and using Transmogrify to apply that item’s appearance rather than its stats. It specifically mentions gloves and boots. The guide also says the item must remain in your inventory for the transmog look to persist; moving it to the camp stash restores the default appearance. Treat these as version-dependent instructions, not confirmed steps for the current game.
