What the English patch adds
The mod makes the Imported Films menu item visible in the North American and European PSP releases and enables play of compatible DLC quests in the theater. Its project README describes those quests—apart from the Dark Shadow trilogy—as collaborations between Atlus and Japanese game-media organizations that showcased the Quest Creator. What it does not restore
This is not a full restoration of every Japanese-release feature. The mod does not include the Quest Creator, Single Theater, or Independent Film categories. User-created Single Theater quests use a different format and are not recognized by the mod, according to the README.
What you need to play the quests
The patch consists of patch files; it does not bundle a game image or the original Japanese quest files. The README says those quests were distributed as freeware through PlayStation Store, but the servers that hosted them have gone offline, so archived copies are needed. The mod therefore makes compatible content playable in English; it does not supply that content.

Why the headline’s timing needs a caveat
The “after 12 years” phrasing appears in a secondary search result, but its page body was unavailable, and the project repository page inspected has no dated release announcement. The interval is therefore headline framing, not a chronology independently established by the project’s public README. The available documentation supports what the mod does, not a precise release date.

For players curious about side stories made around Innocent Sin’s Quest Creator, the patch offers a way to access compatible Imported Films quests in English on supported North American and European releases. It is a narrower addition than a full Japanese-version feature restoration: the creator and certain theater categories are excluded, the quests are not guaranteed to be canon, and their original files must be obtained separately. Whether that trade-off is worthwhile depends on having the needed quest files and wanting this supplementary content rather than a new main-story chapter.
