There is no reliable single best-to-worst order for every Legendary Pokémon in Pokémon GO: the right pick depends on the battle mode, the Pokémon’s form and moves, and what you can realistically build. For raids, a current eDPS ranking updated October 6, 2026, lists Mega Rayquaza first, followed by Mega Mewtwo Y, Mega Mewtwo X, and Necrozma Dawn Wings. That is a ranking of raid attackers under configurable simulation assumptions—not an all-mode ranking of the full Legendary roster.
What “best” means in Pokémon GO
The Pokémon Support answer is straightforward: “The biggest thing to think about, in regards to what the strongest Pokémon are, is looking at what kind of challenge you’re facing.” A raid attacker’s damage output does not tell you how well that Pokémon performs in GO Battle League, and neither measure alone accounts for how easy a particular form is to obtain or power up. Pokémon Support’s explanation of Pokémon strength is a useful starting point.

So the ranking below answers a narrower, more useful question: which Legendary-related forms are at the top of a current overall raid-attacker leaderboard? It does not claim to rank every Legendary from best to worst across every mode. The Pokémon GO Hub Legendary database is a reference for the roster and attributes such as type, stats, Max CP, availability, and combat potential; those fields do not by themselves establish a complete all-mode order.
Best Legendary raid attackers: the evidence-backed order
Dittobase’s overall raid-attacker ranking, updated October 6, 2026, displays these four forms at the top. Its eDPS ordering is a raid benchmark, not a universal score: the page lets users configure conditions including Mega and Shadow status, moves, level, weather, friendship, and Party Power. The source does not establish one fixed configuration as the definitive setting for every player.

These placements are for the named forms, not a blanket verdict on every version of Rayquaza, Mewtwo, or Necrozma. A ranking that includes a Mega or fused form should not be read as the ranking of the ordinary base species. The leaderboard’s configurable assumptions also mean that a different move set or battle setup can change the comparison; it does not provide a single guaranteed result for every raid team.
Why this is not a full best-to-worst Legendary list
A full list would need a stated scoring system that combines raid performance, PvP results in named leagues or cups, special forms and moves, and the practical cost of building them. Those factors do not share one natural scale. In particular, raid eDPS cannot establish a Pokémon’s PvP rank, and the available roster and stats index is not a substitute for mode-by-mode battle results.
Accordingly, the four entries above are the complete set supported here as top placements in the cited raid leaderboard—not a claim that the remaining Legendary Pokémon are ordered from fifth to last. Assigning every other Legendary a precise overall rank without comparable evidence would create false precision rather than help you choose.

For raids
Use a raid ranking as a shortlist, then check the exact form, moves, and settings behind the result. eDPS is useful for comparing damage under a simulator’s assumptions, but it is not a complete measure of a team’s needs or of how accessible a build is to you.

For GO Battle League
Look for results for the specific league, cup, and moveset you intend to use. A raid placement measures a different job, so it should not be carried over as a PvP verdict. No complete, current PvP ordering for every Legendary is established by the sources cited here.
For special forms and access
Check whether the ranking refers to a Mega, Primal, Shadow, fused, or other special form, and whether it depends on a particular move. Pokémon GO has distinct raid categories: Niantic identifies Mega Raids, Mega Legendary Raids, Super Mega Raids, Primal Raids, Shadow Raids, and Elite Raids. For example, Primal Raids award Primal Energy and offer a chance to catch the standard form; Elite Raids require in-person participation. Niantic’s raid-type guide explains the distinctions.
Access changes with events, so a past appearance is not a promise of a current or future one. The official Road of Legends announcement listed Legendary raid appearances for July 6–12, 2026, and described special Mega Mewtwo raid conditions. That event window has passed; treat it as an example of event-based access, not a live schedule.

A practical way to decide which Legendary to build
- Name the job. Decide whether you need a raid attacker, a Pokémon for a specific PvP format, or a special-form project.
- Compare like with like. For raids, check rankings using relevant moves and conditions; for PvP, compare the target league or cup rather than raid damage.
- Verify the form and move. Confirm that the result applies to the version you can actually use, not just its base species or a form you do not have.
- Check current access and cost. Availability is event-dependent. Confirm whether you can obtain the Pokémon, energy, candy, or required move before committing resources.
