Who should consider crafting or using them?
The level and profession requirements, mail armor type, and Nightmare-area restriction all matter when deciding whether these shoulders fit a character. A character without Leatherworking 250 cannot meet the listed crafting requirement; the item itself is bind on pickup.
A Wowhead Shaman tank gear guide identifies Screaming Chain Pauldrons as its best caster shoulder option for that specific build. That is a guide-specific recommendation, not a universal best-in-slot ranking across classes, roles, phases, or encounters.
