No—not in a normal Baldur’s Gate 3 playthrough. As of Patch 8, the Scroll of Counterspell is listed as unobtainable through ordinary gameplay; the BG3 Wiki says access requires third-party tools. What the Scroll of Counterspell item entry says
The BG3 Wiki lists the item as Rare, weighing 0.02 kg (0.04 lb), with an in-game value of 100 gp. Its described effect lets the user react to another creature casting a spell within 18 m (60 ft) and attempt to nullify it. These are in-game item values, not real-world prices or specifications. The item page calls the scroll single-use but also says it is not consumed when used. Because the scroll is not normally obtainable, treat that as an unusual item-data behavior—not as a practical way to get repeat Counterspells during a standard campaign.
How ordinary Counterspell works
Counterspell is a level 3 abjuration spell cast as a reaction, using a level 3 spell slot. It can interrupt a creature’s spellcasting and make that spell fail. If the target spell is higher level than the slot spent on Counterspell, the caster must make an ability check against a difficulty of 10 plus the target spell’s level. The spell page also reports a bug in the higher-level interruption check: the game uses the caster’s Intelligence modifier rather than the spellcasting ability modifier shown in the tooltip. This qualification concerns the ordinary spell’s check, not the unobtainable scroll entry.

The Counterspell page lists it for Sorcerers, Warlocks, and Wizards at class level 5. Bards can gain it through Magical Secrets: at level 6 for College of Lore, or level 10 for other Bard subclasses. The Staff of Interruption is also listed as an item source for the spell. BG3 Wiki: Counterspell

A Wizard cannot learn Counterspell by transcribing a normal in-game scroll: the wiki says no Counterspell scrolls are available for transcription. The game’s ordinary scroll rules and list of unobtainable scrolls are summarized on the BG3 Wiki: Scrolls page.
