Yes. Singapore already regulates certain online-game loot boxes under a class-licensing framework. The rules distinguish between games where players pay for a chance to play and games that are free to play. As of the Ministry of Home Affairs’ parliamentary reply on 23 September 2025, probability disclosure and parental consent were suggestions for review—not requirements announced as adopted.
How Singapore regulates online-game loot boxes
The Ministry of Home Affairs (MHA) says remote games of chance that use chance-based elements to award money, money equivalents or items of value are regulated under the Gambling Control Act 2022. MHA identifies online-game loot boxes as an example. Operators may offer them under the Gambling Control (Remote Games of Chance – Class Licence) Order 2022 if they implement safeguards to mitigate gambling-inducement risks. The framework is described in MHA’s 4 February 2025 parliamentary reply and its official loot-box FAQ.
The safeguards depend in part on whether players pay for a chance to play. The distinction is not simply whether a game is free to download: MHA describes different conditions for paid and free games.
When players pay for a chance to play
- Prizes must be designed primarily for use within the game.
- Operators cannot offer money prizes or allow prizes to be redeemed for money.
When the game is free to play
MHA considers the gambling-inducement risk lower and says the requirements are less stringent. Some restrictions still apply: the game must not involve prohibited games such as mahjong or poker, display articles associated with prohibited games, or let a player transfer their chance to play prohibited games—such as accumulated game tokens—to another player.

Are odds disclosure and parental consent required?
Not on the basis of the parliamentary reply dated 23 September 2025. Melvin Yong Yik Chye asked whether Singapore would study the feasibility of requiring probability disclosure and parental consent. Coordinating Minister for National Security and Minister for Home Affairs K Shanmugam replied: “The Ministry of Home Affairs and the Gambling Regulatory Authority will review the Member’s suggestions on probability disclosure and parental consent to reduce the gambling inducement risks relating to loot boxes.”
That answer commits the agencies to review the suggestions; it does not say either safeguard had been adopted or provide an implementation date. The reply is available from MHA’s parliamentary response. A later official notice would be needed to establish whether the review resulted in new requirements.

Digital loot boxes are not the same as physical blind boxes
Singapore has also discussed proposed rules for physical blind boxes and trading-card products. MHA’s 7 May 2026 reply on that separate topic said stakeholder engagement was underway and that the government did not intend to require sellers to open sealed products and sell their contents individually. Those proposals concern physical products; they do not establish a change to online video-game loot-box rules. See MHA’s reply on proposed blind-box regulations.

- Loot boxes are not wholly outside Singapore’s gambling framework: MHA says qualifying online-game loot boxes are covered by a class licence with safeguards.
- For games where players pay for a chance to play, prizes must be primarily for in-game use and cannot be money or cash-redeemable.
- Free-to-play games face less stringent requirements, but the stated restrictions on prohibited games, related articles and transferring chances still matter.
- The 23 September 2025 parliamentary answer described odds disclosure and parental consent as proposals under review, not established requirements.
These points describe MHA’s public explanation and parliamentary replies; they are not an independent legal opinion or a substitute for checking the current legislation and any newer official notices.
