Konami credits the story to Ryukishi07 and the creature and character designs to kera. The music is composed by Akira Yamaoka and Kensuke Inage. SILENT HILL series producer Motoi Okamoto described the development mission statement as “Find the beauty in terror”. He outlined four creative pillars: the 1960s Japan setting; a visual and musical contrast between beauty and terror; psychologically grounded puzzles; and more action-oriented melee combat. Those are the producer’s descriptions of the game’s aims.

Konami’s September 25 launch notice listed a physical Day One edition and digital Standard and Deluxe editions. The June announcement said Standard was available physically and digitally, while Deluxe was a digital download.
