In Japan, Sony made applicants prove a history of PS4 or PS5 play and link their Sony accounts before entering a lottery for the PS5 Pro 30th Anniversary Limited Edition bundle. That is a thoughtful way to favor established players over newly created accounts—but Sony did not publish evidence showing whether it actually reduced scalping.
What did Sony require in Japan?
Sony Interactive Entertainment’s September 30, 2024 announcement set three eligibility conditions for the Japanese application:
- A Sony account registered in Japan and used for PlayStation Network.
- At least 30 combined hours of PS5 and/or PS4 startup time, accumulated from February 22, 2014 through September 19, 2024 at 23:59.
- Sign-in credentials for a My Sony ID linked to the applicant’s Sony account.
The application window closed on October 14, 2024. If applications exceeded planned stock, Sony said it would allocate units by lottery. These were historical preorder rules, not an open sale today. Sony’s Japan announcement
Why the requirements could deter scalpers
The playtime threshold tied eligibility to activity accumulated over more than a decade, rather than to simply creating accounts when a sought-after product became available. Linking a My Sony ID added another account step. Together, those conditions plausibly made mass account creation less useful and gave existing players a better chance to enter.

The lottery also meant eligible applicants would not have to win a fastest-click contest. It did not guarantee that every long-time player could buy a unit: when demand exceeded supply, selection was still random.
What the policy does—and does not—prove
Calling the approach “brilliant” is a judgment about its design, not a proven outcome. The rules created meaningful friction for applicants without a history of console use, and the lottery avoided allocating oversubscribed stock purely by speed. But Sony’s announcement described eligibility and allocation; it did not measure scalper participation, bot activity, resale volume, or whether the rules reduced reselling.

So the precise conclusion is that Sony designed a Japan-specific process that could favor established players and make opportunistic mass applications harder. The available announcement does not establish that it eliminated scalpers or show how effective it was.
What was in the limited-edition bundle?
Sony announced 12,300 PS5 Pro 30th Anniversary Limited Edition bundles worldwide, each with a limited-edition number etched on the console. The collection’s release date was November 21, 2024. The Japanese bundle included:

No. Sony’s worldwide preorder announcement said customers in the United States, United Kingdom, France, Germany, Belgium, Netherlands, Luxembourg, Spain, Portugal, Italy, and Austria could preorder directly through PlayStation. In other markets, it directed customers to participating retailers. Japan published its own application and eligibility process, so its playtime requirement should not be assumed to have applied to other countries or retail channels. Sony’s worldwide preorder details

Allocation methods could also vary by seller. For example, Australian retailer JB Hi-Fi published separate ballot terms describing one entry per person and random draws. Those retailer rules were distinct from Sony’s Japan eligibility requirements. JB Hi-Fi ballot terms
