Steam’s current AI disclosure asks developers about AI-generated content that ships with a game and is consumed by players—not simply whether the studio used AI tools while making it. Valve announced the disclosure policy in 2024; Steamworks clarified the form’s scope in January 2026. The headline “Steam Update Requires Devs to Add New Disclaimer for Certain Games” is ambiguous: Steam also has a separate notice for some inactive Early Access games.
What Steam’s AI disclosure covers
Developers complete Steam’s Content Survey before submitting a store page and game build for review. Steamworks says the answers inform Valve’s review and help customers understand whether a product’s content matches their expectations and account preferences.
The AI section is about AI used to create content that ships with the game and is consumed by players. Steamworks names artwork, sound, narrative and localization as examples. It says efficiency gains from AI-powered development tools are not the focus of this section.
- Disclosure is relevant: an AI system generates artwork, dialogue, music or localization that appears in the released game.
- This section does not focus on: a developer using an AI coding assistant or another tool only to improve development efficiency, with no player-consumed AI-created content shipping in the game.
Pre-generated and live-generated content are treated differently
Steamworks distinguishes content created during development from content generated while the game is running. The distinction matters because live generation has an additional disclosure requirement.

For example, an AI-generated portrait included in a game is pre-generated content. A dialogue system that creates lines during play is live-generated content; its disclosure must also explain the safeguards around what it can produce.
What changed, and when
Valve’s original AI disclosure announcement was published on January 10, 2024. The January 2026 clarification explains that the form’s AI section concerns content created with AI that ships with the game and is consumed by players; it distinguishes that from efficiency gains from development tools. The clarification should not be described as the first introduction of Steam’s AI disclosure policy.

Steamworks describes the form’s purpose and requirements. It does not provide a published prevalence or enforcement percentage in the materials relevant here, so there is no supported figure for how many games are affected or how often disclosures lead to a particular review outcome.

Steam Support documents a separate notice for certain Early Access games. Steam adds the notice when a game has gone more than 12 months without a developer update and an “update” type event. That is an inactivity notice, not the AI-content disclosure described above.

Because the phrase “new disclaimer” alone does not identify which notice is meant, an article or post using that wording needs to specify whether it is referring to Steam’s AI Content Survey or the Early Access inactivity notice. They concern different information and different circumstances.
