The five characters named as possible jail candidates are Pierre, Lewis, Clint, Pam and Morris. The listing says each candidate’s arrest event can be disabled individually in the mod configuration, so players can choose which storylines to include.
When does the jail appear?
It is not immediately available at the start of a new farm. The listing says players initially encounter an abandoned station; it unlocks and becomes inhabited during the first year, after the Summer Luau. The delay can be adjusted in the configuration.

What does it require?

A separate user guide describes event triggers involving day counts, special orders and carried items, and says jail events are optional. Because those detailed instructions come from an older snapshot than the reported current release, do not assume every trigger still applies unchanged to version 1.4.12; consult the guide and configuration for the version you have installed.
