INARA lists the Ecological Consortium trait and notes a Gravitational Anomaly as possible, so the anomaly should not be treated as guaranteed. Its entry counts three fauna and four flora. INARA’s Bolivar system page is the source for these survey details.

StarfieldDB describes using an orbital scan to identify resource locations for outpost planning, and scanning surface resource nodes for mining. That makes Bolivar I a candidate for in-game resource gathering if its listed minerals or organic materials suit your plans. The available planet entries do not compare extraction yield, travel efficiency, or outpost profitability against other planets, so they do not support calling it the best destination for any particular resource. The resource listing alone cannot answer those site-specific questions; use scans in-game to assess the location you plan to use.
