Cheating undermines fair play, but the people who cheat are not all seeking the same thing. A framework presented at the 2022 Game Developers Conference groups motivations into four broad types: profit, power, glory and content. Understanding the differences can help game developers choose responses that fit the behavior—without excusing it or assuming one intervention will work for everyone.
What the four-motive framework explains
The categories below come from a GDC presentation reported by Kyle Orland at Ars Technica on March 24, 2022. They are a practical way to think about incentives, not a universal or independently validated taxonomy. A person may also have more than one reason for cheating.
Money: selling cheats or compromised accounts
Some people create and sell cheat tools or resell compromised or cracked accounts. The GDC presenters’ analysis suggests that technical protections and legal action can raise the cost of this activity. Those measures target a business operation; they do not necessarily persuade the people behind it to stop.
Power: the challenge of bypassing protections
Some players are drawn to reverse-engineering anti-cheat systems, trolling, or status in cheat-making communities. The Ars report describes Riot engaging with members of a cheating community, but says some later returned to cheating. That episode is a caution against treating a single outreach effort as a reliable remedy.

Glory: rank, recognition and the fear of falling behind
Players seeking rank or status may cheat to win. The presenters describe a possible feedback loop: encountering or witnessing cheating can weaken trust in fair competition, and some players then cheat in response. Distrust can also lead to false accusations. Clear rules, meaningful consequences and game designs that limit the impact of cheating are among the responses they propose.
Content: unlocks and progression
Other players want collectibles, unlocks or progression without the usual time or cost. The presenters suggest making legitimate progression achievable and using suspensions. Ars reported their claim that a temporary suspension had a 98 percent reform rate among content-driven cheaters; the report does not establish the sample or methodology, so this should not be read as a general prediction of what suspensions accomplish.

Why the categories are not the whole story
Qualitative research offers another way to understand how players justify cheating. In a 2018 study, Vivian Hsueh Hua Chen and Jeremy Ong used six focus groups with players of different online games to explore rationalizations involving intentionality, utility, core gaming goals, changing norms and social ties to gaming communities. The study helps explain the reasoning players use; focus groups do not establish how common each motive is. See the study record for “The rationalization process of online game cheating behaviors”.
Cheating can also spread through social exposure, though that does not mean every player who sees a cheater will cheat. A 2021 study by Xiang Zuo, Clayton Gandy, John Skvoretz and Adriana Iamnitchi reported empirical evidence of contagion in online gaming and identified factors that encourage or limit it. Its abstract supports a social dimension to cheating, not a universal pathway for individual players. The paper, “Bad Apples Spoil the Fun: Quantifying Cheating in Online Gaming”, appeared in the AAAI International Conference on Web and Social Media proceedings on August 4, 2021.

What game developers can do—and what the evidence does not show
Responses can target different parts of the problem: deter sellers, make cheating harder, limit its immediate effects, enforce rules, or improve legitimate routes to progression. The GDC presenters’ recommendations are useful as incentive-based proposals, but the sources here do not provide a controlled comparison proving which approach works best.
The GDC discussion also included a striking claim about outreach: Ars reported that 80 percent of accounts reinstated after Riot offered an apology-letter route were banned again a few months later. The report does not provide the underlying sample or methodology. Treat that figure as an attributed anecdote, not a verified rate or a verdict on every rehabilitation effort.

Technical defenses are an ongoing contest
Cheat makers adapt, so anti-cheat is not a one-time fix. In its 2022 RICOCHET Anti-Cheat progress report and Q&A, the Call of Duty team described using mitigations to reduce a detected cheater’s impact while gathering data. Its examples included damage shielding, cloaking and disarming. Those are the publisher’s descriptions of its own Call of Duty systems, not evidence that other games use the same methods or that the measures eliminate cheating.
RICOCHET also described reporting and account security as ways players can help. The team wrote, “Your in-game reports help identify cheating trends and behavior,” and said, “We continuously strengthen our systems as we’re capturing new data, dissecting it, and implementing additional changes.” These are publisher statements about its own process, not independent measurements of prevalence or effectiveness. The same update reported more than 180,000 bans across Call of Duty: Warzone and Vanguard since its previous update—a historical publisher-reported total, not a current cheating rate.

Detection can involve trade-offs
One developer-side research approach uses configurable “hallucinations”: in-game entities that a player using cheats such as wallhacks can perceive, while legitimate players cannot. Activision researchers David Durst and Carly Taylor reported that their system treated hallucinations as real players across tested features of three cheat programs. Their paper also describes a key difficulty: the method depends on generating behavior that appears human. The authors warn, “Configurability is not a panacea.” Their work is a specific detection technique, not proof that hallucinations solve cheating broadly. Stronger technical measures can also affect legitimate players. The Ars report’s example of kernel-level protection and blocked hardware drivers illustrates how raising the cost of cheating may inconvenience players whose hardware or software is affected. That example should not be generalized to every anti-cheat implementation, but it underscores why developers must weigh protection against player trust and disruption.
