A paid chance to win a virtual item can resemble gambling, but legal classification depends on more than the random reveal: what the player pays, what they can win, whether the reward can leave the game, and whether it can be exchanged for money all matter. External betting with game items is a distinct activity from buying a randomized reward inside a game.
How games create gambling-like mechanics
Games use several systems that can look similar on screen but work differently economically and legally. The key distinction is the route money or value takes through the system.
Loot boxes and other randomized purchases
A loot box is a virtual container or reward mechanism that gives a player an item or modification by chance. It may be bought directly with money, purchased with virtual currency, or earned through play. Related systems include character summons or “gacha” draws and randomized card packs. A player who pays for a random outcome encounters a gambling-like structure, but that resemblance alone does not determine whether the product meets a jurisdiction’s legal definition of gambling.
Simulated gambling inside a game
Poker-style games and social-casino features imitate gambling activities. Some operate in a closed loop: players may buy in-game currency or credits, but winnings cannot be redeemed for money or traded between players. That lack of cash-out is an important difference from wagering real-world value, though it does not make every design or consumer-protection concern disappear.

Skins and external betting
A skin is a virtual item, often cosmetic. If it can only be used in one game and has no monetary value outside it, it differs from an item that players can transfer, sell, or exchange. “Skin gambling” or “skin betting” generally refers to staking such items on third-party websites, including sites offering bets or games of chance. This is not the same transaction as opening a loot box: it adds an external wagering venue and may give the virtual item a monetary value.
What to check when a game mechanic looks like gambling
Appearance is a starting point, not the whole test. To understand the actual mechanic, follow the value from purchase to possible outcome:

- What does the player pay? Is the entry free, bought with money, or bought with virtual currency that itself can be purchased?
- Is the outcome random? Is the item guaranteed, selected by the player, or awarded through chance? Are the odds disclosed?
- What is the reward worth? Is it a cosmetic or functional item, and does it have value beyond use in that game?
- Can the item move? Can it be transferred or traded between players, sold through a marketplace, or used on another service?
- Can it be converted to money? Is there an official cash-out or redemption route, or do third-party markets create one?
- Where does wagering happen? Is the player buying a randomized reward within the game, or staking an item on an external betting site?
- Which rules apply? Legal definitions, licensing, age protections, and enforcement differ by jurisdiction.
These questions separate three often-conflated activities: buying a random reward within a game; holding or trading an item that may have outside value; and betting an item on an external site. Transferability, resale, cash-out, and outside wagering can change both the economic risk and the legal questions.
What young people report about in-game purchases and item betting
Great Britain’s Gambling Commission surveyed 3,869 pupils aged 11–17 in England, Scotland, and Wales, as well as 24 respondents aged 18, for its 2024 official statistics. The figures below measure different things: awareness is not participation, and reported participation in one activity should not be treated as a measure of another.

The Commission’s 2024 report gives the underlying measures. It notes that wording for the loot-box section changed, so those results are not comparable with the 2023 results. The 4% who said they had gambled with items on external sites is a separate reported behavior from paying to open a box; the numbers should not be added together or read as evidence that one activity leads to the other.
What the evidence says about harm—and what it cannot establish
The Australian Institute of Family Studies evidence review reports reliable associations between loot-box engagement—including viewing, opening, and especially purchasing—and problem gambling and internet gaming disorder. It also reports associations between simulated gambling engagement and problem gambling, alongside reported associations with psychological distress and financial harm. An association means the behaviors or outcomes are found together in the reviewed evidence; it does not establish that loot boxes caused an individual’s later gambling behavior.

The UK Parliament’s 2024 briefing likewise said academic research had not established that loot-box spending causes problem-gambling behavior. That limit does not mean there is no reason for concern: evidence of association can inform prevention and protections without proving a causal pathway. In particular, youth exposure and a possible bridge to external wagering are concerns to assess, not a settled claim that loot boxes are a “gateway” to gambling disorder.
The scale of external item betting is also difficult to measure. The Department for Culture, Media and Sport’s 2025 rapid evidence review says many relevant sites are illegal or clandestine and that adult participation data remain limited. Its findings draw on studies with different samples and methods, so individual study percentages should not be combined into a single global prevalence estimate. The review identified 713 papers initially, screened 574 after removing duplicates, and reviewed 24 papers and reports after screening and supplementary manual searches; these are review-process counts, not estimates of participation or risk.

Why the legal answer changes by jurisdiction and design
There is no single worldwide rule that makes every loot box either gambling or not gambling. The legal analysis can turn on local statutory definitions and on whether the reward can be traded, sold, or redeemed. Two official examples show how regulators frame the issue.

The UK Government’s answer is about the law and regulatory position it described for Britain; it should not be read as a universal legal test or assumed to cover every part of the United Kingdom identically. The Singapore statement describes Singapore’s regime, not a general international standard. A 2024 legal review by Xiao describes a wider range of approaches internationally, including probability disclosure, gambling-law and consumer-protection enforcement, age ratings and warnings, dedicated regimes, and industry self-regulation.

Practical checks for players and families
Before spending or allowing a young person to spend, check the game’s own controls and the item’s rules rather than relying on the label “loot box” or “skin.”

- Look for age settings, parental controls, and spending limits in the game and on the platform account.
- Check whether purchases use real money directly or virtual currency that can be bought with money; confirm whether randomized reward odds are shown.
- Read whether items are locked to the account or can be transferred, traded, sold, redeemed, or used outside the game.
- Treat any site inviting players to wager items as a separate external betting activity, not as an ordinary in-game purchase.
- If money can be won or cashed out, check the rules and protections that apply in the relevant country before using the service.
