By standard-form base-stat total, the strongest non-legendary candidates in this generation-by-generation shortlist each have 600 total base stats. Generation III has two tied candidates, and Generation IX has two as well. This is a stats-based comparison—not a claim that these Pokémon are the best in every battle or that the list exhaustively proves no other species ties them.
How “strongest” is defined here
There is no context-free strongest Pokémon. Pokémon Support notes that video-game strength depends in part on training and the challenge a Pokémon faces. This article uses a narrower, reproducible measure: the highest standard-form base-stat total among non-legendary Pokémon introduced in each generation. Base-stat totals are useful for comparing overall stat budgets, but they do not determine a battle’s outcome.

The candidates below are a source-supported shortlist, not an exhaustive audit of every eligible species. The community-maintained reference commonly groups many of these high-stat Pokémon as “Powerhouse Pokémon,” a community term rather than an official classification. Its listed standard forms have 600 total base stats. Eligibility also depends on how Legendary, Mythical, and other categories are defined; the official support material cited here does not provide a classification rule for resolving every edge case.
Strongest non-legendary candidates by generation
“Generation” means the generation in which the species was introduced—not every Pokémon available in games set in that region. The table reports standard forms and the strongest candidates supported by the available comparison.

|---|---|---|
| I | Dragonite | 600 |
| II | Tyranitar | 600 |
| III | Salamence and Metagross | 600 each; tied |
| IV | Garchomp | 600 |
| V | Hydreigon | 600 |
| VI | Goodra | 600 |
| VII | Kommo-o | 600 |
| VIII | Dragapult | 600 |
| IX | Baxcalibur and Archaludon | 600 each; both documented candidates |
The 600 totals come from Bulbapedia’s compiled base-stat comparisons, accessed in 2026. The shortlist should not be read as proof that no other non-legendary species ties or exceeds a listed candidate under every possible eligibility rule.
Why the ties and the total do not settle battles
Generation III: Salamence and Metagross
Salamence and Metagross share a 600 total, but a total hides how points are distributed across HP, Attack, Defense, Special Attack, Special Defense, and Speed. Their different profiles can matter more than the tie when choosing a Pokémon for a particular role.
Rank #2
- Action meets RPG in this new take on the Pokémon series
- Study Pokémon behaviors, sneak up on them, and toss a well-aimed Poké Ball to catch them
- Unleash moves in the speedy agile style or the powerful strong style in battles
- Travel to the Hisui region—the Sinnoh of old—and build the region’s first Pokédex
- Learn about the Mythical Pokémon Arceus, the key to this mysterious tale
Generation IX: Baxcalibur and Archaludon
Both are documented at 600, so naming Baxcalibur alone would leave out another supported candidate. The shortlist does not establish a universal winner between them.
What else affects performance
Typing and weaknesses, abilities, moves, training, the opponent, and the game’s ruleset all shape practical strength. Pokémon Support advises considering the challenge and type matchups; the official Pokédex can help check a species’ type, weaknesses, and abilities. A base-stat total is a quick comparison, not a substitute for those details.
Rank #3
- Embark on a new Pokémon adventure
- Catch, battle, and train Pokémon in the Paldea Region, a vast land filled with lakes, towering peaks, wastelands, small towns, and sprawling cities.
- Choose either Sprigatito, Fuecoco, or Quaxly, to be your first partner Pokémon before setting off on your journey through Paldea.
- Embark on an independent study called the Treasure Hunt to gain new experiences, meet new people, and find your very own treasure.
What changes if Mega Evolution counts?
The table excludes alternate battle forms and compares standard forms only. Bulbapedia’s compiled figures list Mega Dragonite, Mega Tyranitar, Mega Salamence, Mega Metagross, and Mega Garchomp at 700 total base stats. Those forms can change the comparison, but a separate rule is needed to decide whether a Mega form introduced later should count in the generation when its base species debuted. The 700 figures are compiled game-data values, not evidence that these Pokémon are universally stronger in every battle.

Use the official Pokémon Pokédex to look up species details such as type, weaknesses, abilities, and National Pokédex number. For a battle-specific decision, check the game and format you plan to play, then compare the relevant moves, abilities, and matchup—not just the total.
