If a Rockstar game bought or launched through Steam is failing, start by verifying the game files in Steam. If that does not resolve it, use Rockstar Games Launcher’s separate Verify Integrity option when available, then follow the remedy that matches the error: connection checks for Library Service problems, a targeted cache fix for error 1000.104, or a careful Launcher reinstall for persistent installation issues.
Start with the Steam game-file check
Rockstar’s PC troubleshooting guidance specifically tells players using a Steam version to verify the game cache. This is the best first step for missing or damaged game files and can help with problems such as crashing or freezing. Follow Rockstar’s Steam verification instructions; the Rockstar article links to Steam’s current procedure rather than detailing its interface.
This check concerns the game files managed by Steam. It does not verify or repair the Rockstar Games Launcher installation itself.
If the Launcher opens, verify the game there too
Rockstar Games Launcher has its own check for installed games. Sign in, open Settings, select the installed game, and choose Verify Integrity. This is a separate route from Steam’s file verification; use it if you can open the Launcher and the problem remains. See Rockstar’s Launcher verification instructions.

Match the next step to the symptom
Connection or Library Service error
For “Failed to connect to the Rockstar Games Library Service” or another connection-related message, first check that your internet connection works and consult the Rockstar Service Status page. Service availability can change, so check it when the issue occurs rather than assuming there is or is not an outage.
Rockstar’s guidance also suggests trying to run the Launcher as administrator. If the error persists, consider the clean reinstall steps below. Its connection troubleshooting includes a temporary Windows Security step while Launcher updates are applied; if you use that step, restore protection after the updates finish. Error 1000.104
Rockstar associates error 1000.104 with corrupted cache files and provides a specific remedy: delete browser_cache_setting.dat. If that does not work, its instructions describe renaming the Rockstar Games folder and running the Launcher as administrator. Use these steps for this error, not as a general fix for unrelated Launcher problems. Follow Rockstar’s error 1000.104 instructions carefully.
Error 1023 or a Launcher installation that remains broken
Rockstar identifies incomplete Launcher installation as a cause of error 1023 and recommends a clean Launcher installation. The same approach may be relevant when initial checks fail and the problem appears specific to the Launcher, but it is more disruptive than verifying game files. Use Rockstar’s clean-install instructions rather than deleting folders by guesswork.

Clean-reinstall the Launcher without deleting game data
- Uninstall Rockstar Games Launcher using Rockstar’s clean-install procedure. When prompted about game data, leave that option unchecked.
- Remove only the Launcher and Social Club folders specifically named in Rockstar’s instructions. Do not delete other Rockstar or game folders: Rockstar warns that doing so can remove game data.
- Restart the PC.
- Download and reinstall Rockstar Games Launcher from Rockstar, then try launching the game again through Steam.
This is not the first fix to try for every failure. Steam or Launcher file verification is lower impact; a manual clean reinstall involves removing software files and needs particular care around the game-data option and listed folders.

If the steps above do not resolve the issue, record the exact error code or wording and note where it occurs: opening Steam, opening the Rockstar Games Launcher, signing in, or starting the game. Rockstar asks players to provide system details and relevant Launcher logs when seeking help. Its default Launcher log location is DocumentsRockstar GamesLauncher; gather launcher.log and, if the Launcher will not start, prelauncher.log.
