Does that mean creepers cannot spawn under any trapdoor?
No universal rule follows from the farm-design warning. It concerns a specific arrangement: trapdoors used to reduce headroom beneath a ceiling. The cited sources do not establish what happens with every open or closed trapdoor placement over a potential spawn space, or in every current Bedrock version. For a particular layout, treat the exact result as unverified unless you can find version-specific testing or technical documentation for it.
What else to check when a Bedrock farm is not spawning creepers
A trapdoor is only one part of a spawn setup. Microsoft’s Bedrock spawn-rules documentation identifies factors such as brightness, biome, height, herd settings, and filters—including brightness and blocks above a spawn location—as relevant to spawn eligibility.
