Speak with Shambrin, search Deshar for the Fallen Dekhara at the base of a burial tower, take the Final Letter you find there back to Shambrin in the Ardura Caravan, and receive a Book of Specialisation worth two Weapon Set Passive Skill Points when used.
How to start Tradition’s Toll
After campaign progress opens Deshar, examine the Abandoned Rhoa near the area’s entrance, close to the waypoint and the ramp to the Ardura Caravan. Then speak with Shambrin in the caravan to begin the quest. You can also speak to Shambrin once the quest is available without first examining the Rhoa. Where to find the Fallen Dekhara in Deshar

Travel to Deshar after Shambrin asks you to look for Lailuma.

Explore the area and check the bases of its burial towers. The Fallen Dekhara’s location is reported to be random, so there is no dependable fixed coordinate to follow.

Look for the Fallen Dekhara, identified by green text in the walkthrough, and interact with the body to obtain the Final Letter.
If you found the letter before speaking to Shambrin, return to the caravan and talk to her to advance the quest. The Path of Exile 2 Wiki entry for the Final Letter and the PoE2DB quest entry cover the item and quest dialogue.

Who to give the Final Letter to
Give the letter to Shambrin in the Ardura Caravan. Do not hand it to Sekhema Asala or Zarka; neither is the intended recipient. Shambrin wants to learn what happened to Lailuma, but she treats the message as private and burns the letter. Her completion dialogue says she intends to return to Deshar and quietly mark the place where Lailuma’s body lies, so that she will be remembered. PoE2DB reproduces Shambrin’s dialogue, including her decision to burn the letter.
What the quest reveals about Lailuma
Shambrin explains the quest’s burial tradition through in-game dialogue: “Those Maraketh that prove themselves in life earn burial in the sky, but the weak and unfortunate have a tradition of their own: because they are not allowed to rest above, when they feel sickness or injury taking hold, they leap from the windswept heights of Deshar to the dunes below.” This is the game’s fictional account as spoken by Shambrin, not a claim about real-world Maraketh culture. The letter itself remains undisclosed; Shambrin chooses to burn it rather than reveal its contents. PoE2DB

Tradition’s Toll reward
