The PlayStation US store page describes recruiting characters, changing their appearance and formations, assigning unit leaders, and liberating settlements. Rebuilt settlements provide useful facilities, so the roster and the map feed into each other.
The overall loop is straightforward to describe. You chart a path through the regions, take quests to find recruits and resources, liberate towns and forts, and then direct your units into battle.

Balancing classes and skills across a unit
The official material also tells players to balance allies’ classes and skills when forming units. Because skills are automatic, a unit’s makeup matters as much as its individual strength. A well-composed group covers for its weak spots, and a poorly balanced one can waste its conditional skills.
Why the overworld matters to combat
Recruitment and settlement work feed the battle side directly. Characters you recruit and settlements you liberate determine which units you can field, which is why the game is as much about preparation as it is about fighting.
