The more difficult question is whether prohibited avatars appear in public and how consistently the platform enforces its rules. The official materials cited here establish the policy and reporting tools, but do not publish figures that answer those enforcement questions.
What VRChat’s rules say about explicit public avatars
VRChat’s December 18, 2025 developer update states: “Public avatars must never contain sexually explicit material, even if that material is never exposed by the avatar Expressions, and even if that avatar is never used in public spaces.” The rule covers explicit geometry and textures that are hidden, inaccessible through avatar controls, or supposedly unlikely to be seen in public. VRChat says creators should remove that material from public avatars or keep those avatars private. VRChat’s December 18, 2025 developer update
The policy also rejects public sharing as a workaround: VRChat says NSFW avatars should not be distributed through public sharing, even if a creator asks other users not to clone them. A public avatar may be used in public, so a creator cannot guarantee that it will stay out of public spaces.
“NSFW” can mean different things under the rules
“NSFW” is a broad informal label, not a single policy category. VRChat’s Creator Guidelines, updated April 15, 2025, distinguish sexually suggestive material—such as revealing clothing or sexually provocative poses and animations—from content that violates the platform’s rules. The guidelines describe a warning label for suggestive content, but make clear that a warning does not excuse content that otherwise violates the Creator Guidelines or Terms of Service. The December 2025 update specifically prohibits sexually explicit geometry and textures in public avatars, including hidden content. That distinction matters: a warning label is not permission to put explicit content in a public avatar, and the colloquial term “NSFW” alone does not establish which category an avatar falls into.
Public and private avatars are treated differently
VRChat says creators who want to include sexually explicit material should keep the avatar private rather than make it publicly available. Private status does not make every use acceptable: the December update says users remain responsible for avoiding sexual features in public instances or in places where everyone present has not consented, and for preventing malfunctions or accidental exposure. That establishes what the rules cover, not how often those spaces are reviewed or how consistently violations are removed. VRChat Creation: world and avatar-world guidance
How to report a suspected violating avatar
- Select the person wearing the avatar and open View Avatar Details.
- Submit a report from that page. VRChat’s help article also identifies the Avatars menu as an alternate reporting route.
- Reports are evaluated by VRChat’s Trust and Safety team. VRChat Help: reporting avatars and worlds
What safety settings can—and cannot—do
Muting, blocking, and safety settings can help users manage what they see and whom they interact with. VRChat cautions that some content may bypass filters or moderation, so these controls should not be treated as a guarantee against exposure. Nor do user-side settings change the rules creators must follow. VRChat Safety Resources for Players

Does the evidence show a dangerous enforcement gap?
The official sources cited here document a prohibition, a reporting process, and user safety controls. They do not provide a prevalence estimate for sexually explicit public avatars, a report-response rate, moderation capacity figures, or outcomes showing how often avatar reports result in action. Without those measures—or dated, documented examples and platform responses—the available evidence cannot establish how widespread violations are or whether enforcement is systematically failing.
That leaves a meaningful distinction: VRChat’s written policy is not permissive toward sexually explicit public avatars, but the policy alone cannot show how effectively it is enforced in practice. Claims that public VRChat worlds are a “breeding ground” for such avatars go beyond what these official materials establish.
