But the available sources do not establish that Valve issued the refund specifically because of AI materials, announced a new refund policy, or made refunds generally available to other buyers.
What Steam disclosed about AI in Black Ops 7
The Steam store listing says: “Our team uses generative AI tools to help develop some in game assets.” The disclosure confirms that generative AI tools were used in developing some in-game assets, but it does not identify which assets, what tools or models were used, or how AI contributed to any particular item. Steam’s Black Ops 7 listing identifies Activision as publisher and gives November 21, 2025, as the release date.
What is known about the reported refund
A Steam Community discussion dated November 20, 2025, linked to Game Rant coverage reporting that a player received a refund after objecting to AI use. That supports describing a reported individual refund—not saying Valve formally issued it because of undisclosed AI materials. The sources available here do not include the refund record or a statement from Valve explaining its decision. The discussion predates the listing’s November 21 release date; the sources do not establish whether the purchaser had early or pre-release access. The Steam Community discussion also contains users’ comments that courtesy refunds can happen and that refund reasons provide feedback to developers; those comments are not official Steam policy.
How Steam’s AI disclosure works
Valve’s Steamworks announcement describes an AI disclosure section in the developer content survey. It distinguishes between AI-assisted content created during development and live-generated content produced while a game is running. Valve says the disclosure appears on a game’s store page to help customers understand how AI is used. Valve’s Steamworks announcement provides context for the store disclosure; it does not establish refund eligibility.

Are the reported calling cards confirmed to be AI-generated?
No. PC Gamer reported Activision’s statement: “Like so many around the world, we use a variety of digital tools, including AI tools, to empower and support our teams to create the best gaming experiences possible for our players.” Activision also said, “Our creative process continues to be led by the talented individuals in our studios.” PC Gamer reported that Activision did not specify whether the particular images discussed by players were generative-AI assets. The general store disclosure therefore should not be treated as proof about the authorship of any particular calling card. PC Gamer’s report contains the statement and the limitation on what Activision confirmed.

No general entitlement follows from a report of one player’s refund. The available sources do not establish Valve’s reason for granting it or a policy change for Black Ops 7. Activision’s terms say that users who do not accept certain changes to paid-content terms may stop using the product and contact Activision for refund options; that language concerns Activision’s terms and does not establish eligibility for a Steam refund in this case. Activision’s Terms of Use should not be read as a statement of Steam’s refund rules.
