No ordinary dragons roam Cyrodiil as enemies in The Elder Scrolls IV: Oblivion. What you will not find: wild dragons in Cyrodiil
Players coming from The Elder Scrolls V: Skyrim often expect dragons to swoop out of the sky during regular play. Oblivion does not work that way. Why the game world feels empty of dragons
The UESP lore summary says dragons became more elusive after they lost power in the Merethic Era. It also recounts the pact Tiber Septim made with some of the dragons that remained. A forum answer from The Elder Scrolls Online community, which paraphrases in-game lore rather than quoting a developer, says Tiber Septim’s era was the last known sighting of dragons in Tamriel before Skyrim. Read these as in-universe history. They explain why dragons are scarce in Oblivion’s time, but they are not a complete census of every dragon that ever existed.
