For a long-range specialist, the Heavy Sniper Mk II is the strongest evidence-backed choice in GTA Online: it has top-end published damage and range ratings, plus scope and ammunition options for different situations. The standard Heavy Sniper is a simpler route if you do not want to pay for the conversion or arrange access to a Weapon Workshop. The best fit still depends on your role and what you have unlocked.
Heavy Sniper vs. Heavy Sniper Mk II
GTABase lists the standard Heavy Sniper at 98/100 for damage, 20/100 for fire rate, 90/100 for accuracy and 100/100 for range. These are database stat-bar ratings, not raw damage values or rounds per minute. GTABase lists the rifle for $38,150 in-game currency with a Rank 90 purchase unlock, and the Mk II conversion at $165,375. Rockstar’s Gunrunning update notes identify the Heavy Sniper as upgradeable at an owned Mobile Operations Center Weapon Workshop. Rockstar says Mk II conversions and modifications require access to a Weapon Workshop; the notes also describe Mk II scope choices, including Night Vision and Thermal Vision, and heavy barrels that increase damage dealt to long-range targets. Some ammunition types and modifications require Bunker research.
When the Mk II is worth choosing
The conversion is most compelling if you want to tune the rifle for visibility, long-range targeting or a specific target type. Night Vision and Thermal Vision scopes give you different ways to see targets, while ammunition options add situational effects. GTATracker lists armor-piercing, explosive and incendiary rounds among the Mk II attachments, as well as Night Vision and Thermal scopes; its page notes that ammunition and attachments may require research. Treat that as a secondary database reference, not official balance testimony. Its displayed stat chips reference game build 1.0.3889.0, and several costs are identified as community-reported: GTATracker’s Heavy Sniper Mk II listing.

If you mainly want a long-range rifle and do not need those options, the standard Heavy Sniper avoids the conversion cost and workshop dependency. That makes it a more straightforward choice for players who have reached its listed Rank 90 unlock but are not ready to invest in Mk II customization.
Choose ammunition for the situation
Explosive rounds
Do not treat explosive rounds as the universal best choice. Rockstar’s official Title Update 1.42 notes state: “The Heavy Sniper Mk II now deals half the amount of damage to the health of players and NPCs when using Explosive Rounds.” That is a specific balance change to damage against player and NPC health, so explosive rounds should be considered for their situational effect rather than assumed to maximize health damage.

Incendiary rounds
The same Rockstar notes say the Mk II has a guaranteed chance to set targets alight when using Incendiary Rounds. The notes establish that effect, but do not establish that incendiary rounds outperform other ammunition in damage or are optimal against every target.
Research and availability
Some Mk II ammunition and attachments require Bunker research. Check what you have unlocked before budgeting for a particular setup; the conversion alone does not guarantee access to every specialist option.

How to decide
- Choose the Heavy Sniper Mk II if you want a long-range specialist with scope and ammunition choices, and can access a Weapon Workshop and the relevant unlocks.
- Choose the standard Heavy Sniper if you want the rifle without Mk II conversion and workshop requirements.
- Compare other sniper rifles by role—especially range and damage, follow-up speed, unlock access, cost and specialist ammunition. The available data does not establish a complete current ranking across every sniper rifle, so a universal ranking would overstate what is known.
