There is no single best first three operatives in Watch Dogs: Legion that every player should copy. The strongest approach is a flexible early lineup: pick an opening operative whose ability suits how you like to play, then add a hacker or stealth specialist and a construction worker with a Cargo Drone. Later recruits can replace your first choice, so the opening pick matters less than most guides suggest.
What “first three” means here
The phrase can be read two ways, and the answer changes slightly depending on which you mean.

- The opening selection plus two early team members. This is the more useful reading for team building. Early coverage describes the opening recruit, then a high-level hacker reached through the Camden story and a construction worker who brings a Cargo Drone. Those two story-linked picks are the most reliable early additions.
- The very first operative on the opening screen. Some readers searching this topic mean the first character to select at the start of the game. For that question, the choice comes down to the ability you want from the start, covered in the next section.
Coverage from the 2020 launch period does not describe a compulsory universal order. Treat the sequence below as a common path rather than a rule.
Choosing the opening operative
Inverse, in an article last updated February 20, 2024, suggests three candidate opening abilities. These are editorial recommendations, not official rankings.

- Recruit and play as anyone from London. Everyone you see has a unique backstory, personality, and skill set for unique situations

GameRevolution makes the same broader point: the best first operative depends on the ability you value and your preferred style of play, and stronger recruits can be found later. If you pick Physically Fit, Albion Vendetta, or Cargo Drone, you are not locking yourself into a weak start.
Building the early team
GameSpot’s beginner guide describes an early sequence in which you have a starting recruit, a high-level hacker becomes available after the Camden liberation story quests, and a construction worker with a Cargo Drone arrives within roughly the first hour or two. As the story moves into harder locations, the same guide advises adding operatives who cover brawling, stealth, gunfights, and team-wide benefits.

In practice, that suggests three roles:
- A combat-capable operative who can hold up in direct fights. This may be your opening pick if you chose Physically Fit or Albion Vendetta.
- A hacker or stealth operative for access, quieter approaches, and situations where fighting is a poor option. The Camden hacker is the standard early example.
- A construction worker with the Cargo Drone for mobility and approaches from above.
Ubisoft describes the wider system as a roster of recruits with distinct abilities, weapons, and skills, so the exact recruits you meet may differ from what guides list.
Multi-skill recruits versus specialists
Game Informer’s spoiler-free beginner guide recommends favouring people with multiple skills. It suggests using a few multi-capable agents for active field work, while other team members provide passive benefits. The same guide says clearing borough activities makes people easier to recruit, brings higher-quality prospects, and awards a top-tier agent. That is one guide’s strategy, not a guarantee for every save, and the sources do not show that a single borough order is mandatory. Liberating boroughs early is a sensible progression choice, not a required first step.

Recruiting well
Before you recruit anyone, open their profile and compare what they actually offer. PC Gamer describes checking occupation, abilities, skills, and weapons, then saving a prospective recruit and tracking the recruitment mission. A job title can hint at a useful role, but the listed abilities are what matter.
Not everyone joins easily. GameSpot notes that some citizens dislike DedSec and need extra work before they will sign up. The Deep Profiler can show a person’s schedule and tasks, which helps you find a window to recruit them. Use it when a candidate you want keeps refusing.

Evidence limits and what may have changed
Most detailed how-to coverage dates from the game’s 2020 launch period, and the Inverse guide was updated in February 2024. These articles are reliable on recruitment logic and ability descriptions, but they do not reflect later patches, online play, platform-specific controls, or store listings. Recruit pools, menu layouts, and ability descriptions can change over time, so check the actual profiles in your own save before committing to a plan.

That variety is the reason to choose by profile rather than by a fixed list.
