What are the difficulty levels in The Division 2?
Global Difficulty sets the baseline challenge for open-world activities, missions, and bounties. Ubisoft describes the selectable range as Normal through Heroic.

Ubisoft’s State of the Game recap says Global Difficulty affects open-world activities, missions, and bounties. It gives the map a consistent baseline, while individual activity options and availability can differ.
What is the hardest difficulty?
For Global Difficulty, Heroic is the top setting. Legendary is more demanding, but it is not simply another map-wide step: it is reserved for select endgame content. Ubisoft called it “The Division 2’s pinnacle difficulty setting” and said it was designed to test players across combat. The mode uses tougher AI and puts more emphasis on enemy tactics.

Ubisoft’s Warlords of New York Expansion Overview describes Legendary for Level 40 Agents and originally named Roosevelt Island, Capitol Building, and District Union Arena as its Strongholds. That feature list dates to the expansion’s launch; check the current in-game activity list for present availability and requirements.
What are Directives?
Directives are optional modifiers that add rules or restrictions during an activity. Examples include disabling armor regeneration or imposing conditions on skill cooldowns. Ubisoft says they increase difficulty and grant additional XP.

The Warlords of New York Endgame Activities overview documented up to five active Directives in that context. Treat that as a feature-era figure, not a guaranteed limit for every current activity; the available modifiers and count can depend on the activity or update.
How do difficulty and rewards work in The Summit?
The Summit is a 100-floor mode with difficulty options from Normal to Legendary. Ubisoft says loot quality is tied to the difficulty of the floor, and Legendary has fewer checkpoints. A later Ubisoft recap also describes difficulty increasing as players climb and Directives appearing during the ascent.

These Summit details are specific to that mode, not a universal reward formula. Ubisoft’s Summit announcement and Title Update 11 summary describe its launch-era design; check the live activity panel for current options.
Does higher difficulty give better loot?
It can improve gear quality, but there is no single reward multiplier or drop-rate table established for every activity. Ubisoft describes Legendary missions as offering some of the best gear available to Level 40 Agents. Update notes also show that event requirements and rewards can be tied to difficulty, so the exact benefit depends on the activity and current update.

For example, Ubisoft’s notes for the Dust Storm event and Year 5 Season 3: Vanguard illustrate that event-specific thresholds can scale with difficulty. They should not be read as a permanent loot rule for the whole game.

As a practical rule of thumb—not an official progression requirement—move up when you can finish your current activities reliably. Choose a higher setting when you want more challenge and can accept that a run may take longer or become less consistent. Consider Legendary or Directives when you specifically want tougher encounters or extra modifiers, and check that the activity offers them.

- Choose Global Difficulty to change the baseline across the open world and related activities.
- Choose Legendary when it is available for your endgame activity and you want the game’s most demanding combat challenge.
- Add Directives when you want extra restrictions and XP, while accounting for their effect on your build and playstyle.
What happens when you change Global Difficulty?
Changing Global Difficulty can reset the map, so account for that before switching. A change made after a fight is underway does not alter enemies already engaged. Ubisoft’s endgame activities overview explains the system; exact menu labels and activity-specific options can vary, so use the current in-game controls for the selected activity.
