It is found in Isma’s Grove, within the Royal Waterways, according to the item reference.
What do you need to reach Isma’s Grove?
A secondary walkthrough says the route requires Crystal Heart and that defeating the Dung Defender opens the way. These are guide-reported route requirements; the item reference gives the location but does not confirm those prerequisites.
