How Waluigi was created
Waluigi was created by Camelot for Mario Tennis 64. Camelot co-creator Shugo Takahashi said the idea came up while the team was assembling doubles pairings: Mario could partner with Luigi, so who would team up with Wario? His design gave Wario a thin, Luigi-like counterpart and gave the doubles roster more visual contrast. Takahashi described Waluigi as Luigi’s rival, not Mario’s. Are Wario and Waluigi brothers?
The cited material does not establish that they are brothers, cousins, or other blood relatives. When asked directly about a family connection, Takahashi said he had not heard that they were related by blood. Asked about their relationship, he said the developers had not thought beyond describing them as partners. Nintendo’s current profile calls Waluigi Wario’s “pal and accomplice,” not his brother. That leaves an important distinction: the interviews explain why the developers made Waluigi for a tennis game, but do not provide a detailed fictional account of how he met Wario or became his partner. There is no sourced basis here for a shared childhood or origin story.

The simplest way to understand the pair is that they share a gameplay partnership and parallel roles as foils to the Mario brothers, but not a documented joint backstory. Wario’s origin is a Nintendo character-design story; Waluigi’s is a Camelot roster solution for doubles tennis. The creator interviews were published years after the characters’ debuts and note that character settings can change, so Nintendo’s current profile is the better guide to how it describes them now.
