How to choose the right race
“Best” depends on what you want your character to do. Nord is the direct choice for resisting incoming frost attacks; Breton is the defensive pick against magic generally; Altmer is the resource-focused option for casting. These recommendations compare the racial abilities listed in Prima Games’ Skyrim guide; the page does not establish that any race deals more frost-spell damage.

Why Nord is the thematic frost choice
Prima Games lists Nords as having 50% Frost Resistance. That is defensive: it helps against incoming frost damage, including attacks from Frost Atronachs, frost-wielding wizards, frost dragons, and Draugr frost spells. It does not increase the damage dealt by the player’s frost spells.
Choose Nord if you want the race’s theme and resistance to align with a frost-focused character. If your priority is spell offense, the listed racial ability does not give Nord an edge over other races.

When Breton is the stronger defensive pick
Prima Games lists Bretons with 25% Magic Resistance and Dragonskin, a power that absorbs 50% of Magicka from incoming spells for 60 seconds. The resistance is broad rather than frost-specific, while Dragonskin is a temporary defense against incoming spells. That makes Breton a sensible choice if survival against enemy casters matters more than matching the frost theme.
When Altmer is the better casting pick
Altmer begin with +50 Magicka, and their Highborn power regenerates 25% of maximum Magicka per second for 60 seconds. Those are general spellcasting benefits, not a frost-damage multiplier. Pick Altmer if having more Magicka and a temporary regeneration boost matters more to you than racial resistance.

Is Dunmer worth considering?
Prima Games lists Dunmer with +10 Destruction and 50% Fire Resistance. The Destruction bonus is a general school-level starting advantage, not a frost-specific ability; fire resistance protects against a different element. Dunmer can still become a frost mage, but the listed traits do not make them a direct frost specialist.

Yes. Race affects starting advantages and racial powers; it does not lock a character out of a build. Prima Games puts it plainly: “No races have any intrinsic shortfalls that will prevent you from becoming the type of hero you want to be.” Choose another race for appearance, story, or role-play if that is what you prefer, then develop the character around frost magic.
