Is the command the same as the RaceMenu mod?
No. showracemenu is the console command for opening character creation. RaceMenu is a separate mod that expands customization, including slider values, tint options, presets, overlays, and head export. Its Nexus Mods listing says Skyrim Special Edition users need a matching SKSE64 version; check compatibility with the exact Skyrim executable you use before installing.
Changing race during an existing playthrough
Opening character creation mid-game can affect more than appearance if you change race. The ShowRaceMenu – NG author documents possible resets to skills and Health, Magicka, and Stamina, effects on main-level experience, and loss of legendary skill levels. The author also describes a race-reversion issue after transforming into a Vampire Lord or Werewolf. These are issues reported by the mod author, not independently verified findings.

ShowRaceMenu – NG is a separate mod presented as addressing specific stat, level, and transformation issues.
