A Steam game gift is a specific game bought through Steam and delivered to a recipient through Steam’s gift process. A Steam key is an activation code, usually sold with a physical or OEM product or supplied by an authorized reseller, that the recipient redeems to activate a game on their own account. A Steam Wallet gift card is a third option: it gives the recipient wallet funds, not a particular game.
What each option actually delivers
Steam game gift
A game gift is a purchase you make in the Steam store for a title you choose, with the recipient named at checkout. Steam’s gift-card help page makes the logic plain: “If you know which game your friend already wants then you can buy that game as a gift from the Steam store.” (Source: Valve/Steam, Steam Gift Cards FAQ and purchase page.)

Because the purchase is tied to a named game, the recipient receives that exact title through Steam’s gifting flow rather than a code they must find a place to use. The rules for who can receive a game gift are set by Steam’s current checkout and are covered in the section on gift rules below.
Steam key
A Steam key, sometimes called a product key or CD-key, is a string of characters that activates a game on a Steam account. Valve’s Steam Subscriber Agreement describes the retail case directly: “The ‘CD-Key’ or ‘Product Key’ accompanying such versions is used to activate your Subscription.” (Source: Valve, Steam Subscriber Agreement, section E, “Retail Purchase”.) The same agreement also recognizes keys that come with orders from authorized resellers, and it directs questions about a reseller’s key to that reseller.

The key is therefore a product that exists outside Steam’s store flow. Whoever holds the code controls the redemption, which is why the source of the key matters more than it does for a gift.
Steam Wallet gift card
A Steam gift card adds funds to the recipient’s Steam Wallet. It does not name a game, so the recipient chooses what to buy. Steam sells both digital and physical gift cards, and Steam confirms that physical cards can be redeemed for purchases on Steam (Source: Valve/Steam, Steam Gift Cards). A physical card is useful when the recipient is in a different situation from the sender, such as when you want to give something without sending an email or when you cannot confirm a game gift will be accepted.

Gift rules differ by type
The three options do not follow the same rules, and treating them as interchangeable is the most common way buyers end up with a refund instead of a gift.

- A gift email that the recipient does not accept is refunded automatically after 30 days.
- The recipient must live in the purchaser’s country.
- For eligible cross-region game gifts, Steam can match the price increase in the recipient’s region, and the announcement says the recipient must be on the purchaser’s friends list for that route.
Those are the rules as Steam described them on that date (Source: Valve/Steam, “Gifting made easier,” July 22, 2026). Checkout is where Steam tells you whether a particular recipient qualifies, so read the prompt there before paying.
Digital gift cards
Steam’s gift-card FAQ says some countries may restrict sending or receiving digital gift cards. Restrictions are shown at checkout or when you select the recipient. The value converts into the recipient’s currency. If a recipient declines a digital gift card, Steam says the purchase is refunded to the original payment method where that is supported; otherwise the refund goes to the sender’s Steam Wallet (Source: Valve/Steam, Steam Gift Cards FAQ and purchase page).

Checking a key before you buy
A key has no built-in gift protection. Once a code is redeemed, Steam treats it as activated, so the checks belong before purchase. Confirm the following:
- The seller is an authorized reseller or a retail/OEM source, not a general marketplace listing. Valve’s agreement recognizes these two routes; anything else falls outside the agreement’s description.
- The title and edition match what the recipient wants. A base game key will not unlock a deluxe or expansion edition.
- Any region terms on the listing. A key may be limited to certain countries, and the agreement sends questions about a reseller’s key to the reseller, not to Valve.
- The seller’s return or replacement terms, in writing, before you pay.

How a recipient redeems a key
- Sign in to the Steam account that should own the game.
- In the Steam client, open the Games menu and choose Activate a Product on Steam…
- Enter the key exactly as supplied, then follow the prompts to accept the Steam subscription agreement.
- Confirm the game appears in your library. If the code is rejected, check the characters and the account before contacting the seller.
Which one to choose
- Choose a game gift when you know the exact title and the recipient is eligible at checkout. It is the simplest route, and the recipient receives the game through Steam itself.
- Choose a wallet gift card when the recipient’s taste is unknown, when you want them to pick from Steam’s catalog, or when a game gift is not available for their location. Physical cards are an option when you want something to hand over.
- Consider a key only when you have verified an authorized source, the title and edition are confirmed, and the region terms suit the recipient. A key can be cheaper or unavailable through Steam’s store, but it carries the most seller risk.
Whichever route you take, read the checkout screen or the seller’s listing before paying. Rules on gifts and cross-region eligibility are set by Steam’s current flow, and they can change.
