How do you get each launcher?
Celebration
After defeating Golem, the Party Girl sells the Celebration for 80 Gold. That makes it available earlier in progression than the Mk2. In Desktop 1.4.0.1, its acquisition changed from a Moon Lord drop to a Party Girl purchase after Golem.

Celebration Mk2
The Celebration Mk2 is a Hardmode weapon obtained from Moon Lord, with a listed 20% drop chance from Moon Lord or the Moon Lord Treasure Bag. Its listed drop rate was reduced from 2/9 to 1/5 in Desktop 1.4.5.0.

These listed figures are from the Official Terraria Wiki item pages, not a controlled damage or firing-rate comparison. The Mk2’s rockets are not fully described by its listed use-time and velocity values: its firing rate corresponds to use time 8 and is not affected by attack-speed modifiers. Its effective velocity is 27 for green rockets and 24 for the others, before their distinctive trajectories change movement. The page cites Desktop 1.4.5.6 source code for some behavior details.

What do the launchers actually fire?
Celebration: two fireworks per rocket
Each rocket consumed by the Celebration produces two firework projectiles. The launcher disables most special rocket functions, so the ammo’s normal behavior does not necessarily carry through.
Celebration Mk2: seven cycling rocket types
When the attack button is held after the first shot, the Mk2 cycles through red, orange, yellow, green, blue, purple, and pink rocket types. Their behaviors differ: red rockets gain piercing after 0.33 seconds, green rockets gain homing after 0.33 seconds, blue rockets fire two at once, and purple rockets fire three at once. The Mk2’s tooltip reads, “All good things end with a bang… or many!”
How do they interact with rocket ammo and terrain?
The Celebration disables most special rocket functions, including tile destruction from Rocket II and Rocket IV, liquid placement or removal, and cluster fragmentation. The Mk2 retains tile-destruction effects from some ammunition, but it cannot place or remove liquids and Cluster Rockets do not function normally with it.

Which one should you use?
Before Moon Lord
If you have defeated Golem but not Moon Lord, the Celebration is the one of these two available through ordinary progression. Its purchase price is 80 Gold, and it fires two fireworks for each rocket used.
After Moon Lord
The Mk2 has the higher listed damage and knockback, a faster actual firing rate than the Celebration, multiple projectile behaviors, and a chance to conserve ammunition. Its distinctive effects and ammo interactions matter, though: it is not simply a drop-in upgrade for every situation, especially if you rely on a rocket’s normal special function.

Version and platform notes
The Official Terraria Wiki entries label both weapons for Desktop, Console, and Mobile. Some history and behavior details are explicitly tied to Desktop versions, including the Celebration’s Desktop 1.4.0.1 change and the Mk2’s Desktop 1.4.5.0 drop-rate change.
