Technical documentation describes its role as decrypting title keys for Wii U applications. It is not a Wi-Fi password or a setting chosen by the console’s owner.
What the Wii U common key does
WiiUBrew groups Wii U encryption keys into Espresso and Starbuck families, corresponding to the console’s normal and security processors. It places the Wii U common key in the Starbuck group and says it is used to decrypt title keys for Wii U applications. WiiUBrew’s technical reference distinguishes when that decryption occurs: system and installable applications are decrypted at installation, while disc-based games are decrypted when loaded.
A title key is associated with an individual application’s protected contents. The common key’s described role is therefore one part of the security process, not a name for the game itself, its contents, or every key involved in protecting it.
Wii U common key vs. vWii common key
“vWii” means the Wii mode available on Wii U. The vWii common key is a separate key, described in technical references in connection with vWii system updates handled through the Wii U update process—not as another name for the Wii U common key.

The repository’s description is a terminology-level corroboration, not an independently verified test of the key’s operation.
Is it related to region locking or Wi-Fi?
Nintendo confirms that Wii U systems are region locked and explains that this supports parental controls and delivery of region-specific system and menu updates. Its support page does not attribute region locking to the common key, so the two should not be treated as the same feature. Nintendo Support: Are Wii U systems region locked?

Nor is this key a wireless-network password. “Security key” can refer to a Wi-Fi password in network setup, but that is a different use of the phrase.
Why the term appears in game and emulator discussions
People may encounter “Wii U common key” while discussing game images, emulation, or troubleshooting. A forum post using the phrase—for example, in a question about playing a PC port—shows how the term is used in conversation, not that a particular method is technically supported or legally permitted.
