For straightforward health damage, fire is a sensible default in Skyrim. Frost is more useful when slowing a target and draining stamina matters; shock is the situational pick against enemies that rely on magicka. None is best in every fight: target resistances and your Enchanting perks can change the result.
How fire, frost, and shock compare

When to choose each element
Choose fire as a practical default
If you want direct damage without relying on a specific secondary effect, fire is the simplest recommendation. This is a general-use preference, not proof that fire outdamages the other elements against every enemy. Resistances can change the matchup, and the available references do not provide an exhaustive comparison of enemy resistances.
Choose frost for stamina pressure and control
Frost weapon enchantments add stamina damage and, in the cited reference, a short slow. That can be useful when hindering a target is more valuable than focusing only on health damage. Consider the enemy before committing: the resistance reference specifically reports that Nords have 50% baseline frost resistance. Frost resistance reference

Choose shock against magicka users
Shock’s secondary magicka damage gives it a clear tactical niche against spellcasters and other magicka-using enemies. The cited reference describes magicka damage at half the health-damage amount; that makes shock’s added value situational rather than a universal advantage. Shock damage reference

The Enchanting tree has separate perks for fire, frost, and shock. The cited perk reference reports that each matching perk increases enchantments of its element by 25%.
