Its official Pokédex entry says its steps are shaky and stumbling, and that walking for a long time makes it feel sick.
What the official Pokédex says about Spinda
The Pokémon Company’s US Pokédex entry for Spinda is the clearest source for the question. It describes the Pokémon’s movement in two lines: “Its steps are shaky and stumbling. Walking for a long time makes it feel sick.” The same entry notes that “Each Spinda’s spot pattern is different,” so no two Spinda look exactly alike.

What the dizziness actually refers to
The “dizzy” idea is a reading of the stumbling gait described in the entry, not a separate power. The official description does not say Spinda’s spots emit energy, hypnotise opponents, or cause dizziness in other creatures. Claims like that circulate in fan discussions, but they are not part of the official entry, so they should not be treated as established facts about the Pokémon.
