Mewtwo is the most broken Pokémon in Generation I if you mean raw competitive power and allow the Ubers roster. In standard RBY OverUsed (OU), where Mewtwo is excluded, Tauros is a leading answer—but Snorlax and Chansey are also major contenders. The answer changes with the format, so “most broken” needs a ruleset.
Which format are you asking about?
Generation I has no single official ranking for “most broken.” Competitive play separates formats by which Pokémon are permitted, and the distinction changes the answer:

- Ubers, with Mewtwo allowed: Mewtwo has the strongest overall case.
- OU, with Uber Pokémon excluded: Tauros is a leading pick, alongside serious alternatives such as Snorlax and Chansey.
Smogon’s RBY Ubers and RBY OU resources treat these as distinct environments. This is specialist metagame analysis, not an official Pokémon ranking.
Why Mewtwo stands out when Ubers are allowed
Generation I uses one Special stat for both special offense and special defense. Mewtwo’s Amnesia raises that shared stat, strengthening its special attacks and its ability to withstand special damage at the same time. The game caps stats at 999, and Mewtwo needs only two Amnesia boosts to reach that ceiling.

That combination of offense, resilience and high Speed makes Mewtwo exceptionally difficult to contain in a format where it is legal. Its base Speed of 130 also gives it a listed 25.4% ordinary critical-hit chance at the level-100 benchmark in Smogon’s RBY Speed Tiers.
Why Tauros is a leading OU pick
With Mewtwo and the other Uber Pokémon out of OU, Tauros becomes a compelling answer because its Speed and Generation I move mechanics reinforce its late-game offense.
Speed makes critical hits more frequent
In RBY, ordinary critical-hit probability scales with the user’s base Speed. Tauros has base Speed 110 and a listed 21.5% critical-hit chance at the level-100 benchmark; an ordinary critical hit averages about 1.95 times normal damage at level 100. Those odds make its attacks more threatening than their non-critical damage alone suggests. The mechanics are described in Smogon’s Understanding RBY mechanics guide.
Hyper Beam can avoid its recharge turn
In Generation I, Hyper Beam does not require a recharge turn if it knocks out its target. Tauros can therefore use it to press an advantage or attempt a knockout without automatically giving the opponent a free turn afterward. This makes the move particularly dangerous when opposing Pokémon have already been weakened.

Why Snorlax and Chansey remain part of the answer
Snorlax can absorb pressure or trade for a knockout
Snorlax offers a different kind of threat rather than simply being a weaker Tauros. Its RBY analysis discusses Reflect and Amnesia sets, Counter, and Self-Destruct—the strongest Self-Destruct in the game—which can let Snorlax trade itself for an opposing Pokémon. The analysis also identifies conditions in which Snorlax has a positive matchup into Tauros. Its base Speed is only 30, corresponding to a listed 5.9% ordinary critical-hit chance at the level-100 benchmark, but its appeal is not built on Speed alone. See Smogon’s RBY Snorlax analysis.
Chansey is another major OU contender
Chansey is commonly treated as a defensive pillar in the OU discussion, making it an important alternative when the question is about influence on a team or format rather than pure attacking pressure. The available material does not establish a detailed set or matchup profile here, so it is best to name Chansey as a contender without overstating a specific comparison.
What Generation I mechanics change the comparison?
- One Special stat: Special governs both special attack and special defense, so Amnesia improves both sides of that equation.
- Speed affects critical hits: ordinary critical-hit probability equals base Speed × 100 / 512. At the level-100 benchmark, Smogon’s table lists Mewtwo at 25.4%, Tauros at 21.5%, and Snorlax at 5.9%.
- Freeze is unusually severe: frozen Pokémon do not thaw naturally under the described rules; a Fire-type move or Haze is needed to thaw them. That makes Ice Beam and Blizzard strategically consequential.
- Hyper Beam has a knockout exception: a knockout skips the usual recharge turn, creating a powerful finishing option for attackers such as Tauros.
Does the answer change in a Red, Blue or Yellow playthrough?
Yes. Competitive strength and usefulness during the story campaign measure different things. Smogon’s RBY in-game tier list evaluates efficiency in major battles and notes that Tauros’s rarity in the Safari Zone limits its in-game standing, despite its strength as a Normal type. A tournament reputation is not the same as ease of access or campaign value.
