In The Burning Crusade, a Shaman can dual wield at level 40 at the earliest by spending 30 talent points in Enhancement and taking the Dual Wield talent. It is a talent unlock, not a skill learned from a trainer.
How Shamans unlock dual wield
Open the Enhancement talent tree and invest 30 points to reach Dual Wield. The requirement makes level 40 the earliest possible level to take the talent under TBC rules. See the TBC Dual Wield spell reference for its talent requirement.
Once selected, Dual Wield grants the ability to equip a weapon in each hand. You do not need to visit a trainer to learn it.
Dual Wield and Dual Wield Specialization are different talents
Dual Wield Specialization is a separate, three-rank tier 7 Enhancement talent. It improves hit chance while dual wielding; it is not the talent that unlocks the ability.

When Shamans gained the ability
Dual wielding for Shamans was added in the Burning Crusade era with patch 2.0.1. A Blizzard forum discussion reproduces the patch note: “Shaman with the appropriate talent spec are now able to dual-wield.”

The level 40 answer follows The Burning Crusade talent tree. Do not assume that every seasonal or later Classic version uses the same talent requirements; the available sources do not establish those variants.
