The Mechanic prefers the Snow biome, and she gets along best with the Goblin Tinkerer as a neighbor. If you want one housing spot that works for both of them, build an Underground Snow house. That satisfies her Snow preference even though she dislikes Underground as a biome label.
Her biome preference
According to the official Terraria Wiki page for the Mechanic, her liked biome is Snow. The same page lists the Underground, Cavern, and Underworld among the biomes she dislikes. Those two entries look contradictory until you see how the game resolves overlapping biomes, which is covered in the next section.

Why an Underground Snow house works
Many Snow areas extend below the surface, so a room can count as both Underground and Snow. The official Terraria Wiki’s NPC happiness guide explains that the Snow (Ice) biome takes precedence over Underground when happiness is calculated. A house that is technically underground but sits in a Snow area therefore avoids the Underground penalty and still earns the Snow bonus.
A plain Underground house with no Snow tiles around it does not get that override. In that case she is housed in a biome she dislikes.

Neighbor preference
The Mechanic likes the Goblin Tinkerer as a neighbor. The Tinkerer’s own preferences, as listed on the wiki, include liking the Mechanic and underground or cavern locations, so placing the two together works from both sides. Keep them in the same Underground Snow area rather than splitting them across separate houses.
Other happiness effects
Happiness is not only cosmetic. The official NPCs page on the Terraria Wiki states that NPC happiness is reflected in shop prices, and that in-game dialogue indicates whether current happiness factors are positive or negative. Checking her dialogue after you move her is the quickest way to confirm the house is working.

A layout from the official guide
The official guide “Guide:NPC Happiness” on the Terraria Wiki suggests a post-Plantera arrangement that places the Mechanic, the Goblin Tinkerer, and the Princess together in Underground Snow. The guide’s price modifiers come from its version 1.4.4.9 table. Treat those numbers as specific to that version rather than fixed values, and check the live wiki after major game updates, since happiness rules and modifiers can change.
Her in-game line about Snow
When she is in a Snow biome, the Mechanic says: “I like the Snow biome, machines don’t overheat here, and the energy flow is efficient.” The official Mechanic page attributes this line to her in that setting.
