In Orgrimmar
Find Stoneguard Nargol, the Orgrimmar Quartermaster, in Orgrimmar. Blizzard’s Orgrimmar city tour explains that city quartermasters sell faction tabards for dungeon reputation, but it does not give Nargol’s coordinates.
In Icecrown
Freka Bloodaxe is also listed as an Orgrimmar Quartermaster and seller at the Sunreaver Pavilion in Icecrown. The current retail item listing names Orgrimmar, Durotar, and Icecrown among its vendor areas; the Mists of Pandaria Classic listing names Orgrimmar and Icecrown. Make sure you have the reputation tabard
The reputation-granting item is Orgrimmar Tabard, item 45581. It is bind-on-pickup, and dungeon reputation gains are applied to Orgrimmar while you have it equipped. See the item details.
