Mewtwo is the stronger choice for raw destructive power based on the official Pokémon descriptions: its Pokédex says it can smash a skyscraper with a thought. That is a qualitative piece of fictional characterization, not a measured score or a universal ranking across every game, film, anime, and battle format.
Why Mewtwo gets the edge in the official descriptions
The clearest comparison comes from Mewtwo’s Pokédex entry. It says: “With a mere thought, it can smash a skyscraper to smithereens.” That directly describes enormous destructive capability, making Mewtwo the better-supported answer when “powerful” means raw psychic force. The Pokémon Company International’s Mewtwo Pokédex entry does not quantify that ability or compare it with Mew’s in a head-to-head test.

Mewtwo’s origin adds context. In a Kanto retrospective, The Pokémon Company International says scientists created Mewtwo using Mew’s DNA, “but it was far too powerful to be controlled.” This supports the characterization of Mewtwo as exceptionally powerful; it does not say that Mew itself is weaker in every respect. Read the Kanto retrospective.
What Mew’s connection to Mewtwo does—and does not—show
The Pokédex says Mewtwo’s DNA is “almost the same as Mew’s,” while their size and disposition are “vastly different.” Mew is not described as powerless: its official entry identifies it as a Psychic-type Pokémon with the Synchronize Ability. But that entry does not make a comparative claim about Mew’s strength against Mewtwo. Mew’s official Pokédex entry and Mewtwo’s entry establish a close genetic relationship, not a definitive ranking between them.

Pokémon story and destructive ability
For the explicit destructive-power description in the official sources cited here, Mewtwo has the stronger case because of the skyscraper statement. No numerical power score or quantified margin between the two is provided.
Games and forms
Battle outcomes depend on the specific game’s rules, including available forms, stats, moves, abilities, and permitted items. The Pokédex lists Pressure for standard Mewtwo and Synchronize for Mew, and it also displays Mega Mewtwo X and Mega Mewtwo Y. In Pokémon Legends: Z-A, the official announcement describes game-specific access to Mewtwo and the Mewtwonite X and Y stones for Mega Evolution. Those mechanics are specific to that game; they do not establish one franchise-wide ranking. See the announcement for Mewtwo and Mewtwonite in Pokémon Legends: Z-A.

Trading Card Game
Card strength is a separate question from a character’s power in the story. Pokémon’s TCG retrospective describes Mewtwo-EX and Mewtwo & Mew-GX as influential in particular historical competitive formats. That is evidence about those cards and formats, not a universal lore verdict or a direct comparison with Mew across all versions of the card game. Read the Pokémon TCG retrospective on Mewtwo.
