It is structured as an open-world festival adventure, with progression centered on events and activities rather than a conflict with one antagonist.
Why there is no central villain
Xbox describes Forza Horizon 5 as a driving adventure in Mexico built around challenges, expeditions, and Horizon Story missions. Playground Games describes its campaign as a player-directed Horizon Adventure: players earn Accolades through activities such as racing, stunts, exploration, photography, and painting, and use that progression to open festival outposts.
That structure does not set up one character as the opponent the player must defeat. The official campaign descriptions reviewed do not name a main-campaign villain, so it would be misleading to call a character the bad guy based on those sources alone. Xbox’s game description and Playground Games’ campaign explanation frame the experience around the festival and its activities.
What is the campaign goal?
Playground Games identifies reaching the Hall of Fame as the campaign goal, but reaching it is not a definitive story ending. In its September 28, 2021 article, the studio answers the question of whether the game has a definitive ending: “Long story short: Definitive end, no.” The game continues to offer content to complete after players reach the Hall of Fame.

Are Ramiro, Alejandra, or Alex villains?
The official material gives these characters other roles, not the role of a central antagonist:
- Ramiro: described as the player’s tour guide during an expedition in the base game.
- Alejandra, Alex, and Ramiro: appear as captains or leaders of three rally teams in the Rally Adventure expansion.
Those roles do not make any of them the bad guy in the main campaign. Playground Games’ announcement of Rally Adventure describes the expansion’s team setup; it does not recast those characters as the main story’s villain.

Could an individual mission have an antagonist?
The official descriptions establish the main campaign’s festival-focused structure, but they do not cover every line of dialogue or establish whether an optional story mission features a local antagonist. The supported answer is therefore about the main campaign: its official framing does not identify one central bad guy.
