There is no official winner: Pokémon and Dragon Ball have no established crossover rules or canon fight between Arceus and Goku. A fan verdict depends on which portrayal of each character you use, what counts as a win, and whether you treat Arceus’s creation story as combat evidence.
What the official sources do—and do not—settle
Pokémon Support says questions not answered in the games, animated movies, or TV shows are intended to be left to fans’ imaginations and interpretations. That makes this a legitimate fan debate, but not a canon question with a settled result. Pokémon Support’s guidance, updated January 30, 2026, is about how to approach unanswered Pokémon lore; it does not adjudicate a crossover with Dragon Ball.

There is also no common official power scale for the two franchises. Any answer has to identify its versions and assumptions rather than presenting a ranking as established fact.
Arceus: creation legend versus battle evidence
The official Pokémon Legends: Arceus site says Arceus “is said to have shaped all there is in this world.” The official Pokédex entry frames the claim as a Sinnoh legend. That wording gives Arceus an extraordinary mythic role, but it is not a measured combat feat or an explicit statement of unlimited power.
#1 Best Overall
The same Pokédex entry provides a concrete ability: Arceus changes type and form depending on the Plate it holds. That is relevant to how a fan might imagine its defenses or attacks, but the source does not say how Plate-based typing would interact with ki or Goku’s abilities. Treating the mechanic as an automatic counter to Goku would therefore be an extra matchup assumption, not an official ruling.
Goku: keep the cited manga event in proportion
A Dragon Ball Official Site search-result summary of Dragon Ball Super manga chapters 69–76 describes Granolah’s clone dealing a decisive blow to Ultra Instinct Goku. The page could not be opened, so this detail carries less certainty than the directly accessible Pokémon sources. Even taken at face value, it describes one event; it does not define Goku’s overall limit, cover every version of him, or compare him with Arceus. Dragon Ball Official Site chapter recap.
For a fair discussion, specify whether “Goku” means the manga, anime, or another licensed portrayal. The cited recap concerns a particular manga sequence, not every continuity.

Choose the rules before choosing a winner
There is no shared rule set for the matchup, so make the conditions explicit. A useful fan comparison should settle these points first:

- What evidence counts? Keep in-world legend, directly shown story events, and gameplay mechanics distinct. A lore description is not automatically a quantified battle feat.
- What counts as winning? Decide whether the result requires incapacitation, surrender, ring-out, or another condition.
- Do native abilities carry over? State whether Pokémon type and Plate mechanics, ki, and other universe-specific abilities function normally across franchises.
Conditional verdict: the portrayal decides the debate
If the argument gives decisive weight to Arceus’s creation-themed Sinnoh legend, Arceus has the stronger mythic framing. But the cited wording is legendary rather than a demonstrated, quantified combat result, so it cannot by itself prove that Arceus automatically wins a fight.
If the comparison is limited to battle evidence and specified game mechanics, the answer remains unsettled by these sources: they offer no direct Arceus–Goku encounter and do not explain how their abilities interact. The most accurate verdict is therefore conditional, not a universal winner. Choose a portrayal and win condition, then make the fan case under those stated rules.
